Leadership and the Transformation of a Major Institution: Charles Rossotti and the Internal Revenue Service

Charles Rossotti took the helm at the Internal Revenue Service in 1997 amid complaints of abuse of both IRS workers and taxpayers. Did he succeed at improving the agency’s image without sacrificing its principal mission to enforce the tax code fairly and effectively? This retrospective on Rossotti’s five‐year tenure suggests that he, his leadership team, and teams of IRS employees managed effective changes that substantially improved services to taxpayers and the administration of a beleaguered revenue‐collection system. His leadership offers valuable lessons and insights for administrators in all settings. Are there invaluable lessons that public administrators might learn from Rossotti’s management strategy?     

Mental illness in the eyes of the law: examining perceptions of stigma among judges and attorneys

In response to the increasing numbers of mentally ill persons placed under the care of correctional institutions, community-based diversion programs have been established to address the unique needs and challenges of this vulnerable population. Given that legal personnel may serve as gatekeepers in placement decisions, and the lack of existing research examining their attitudes toward offenders with mental illness, the present study aimed to evaluate perceptions of dangerousness and treatment need among a sample of judges, prosecutors, and public defenders across the state of Mississippi. While controlling for age, results of a factorial MANCOVA revealed that public defenders, relative to both judges and prosecutors, endorsed more compassionate attitudes about defendants with mental illnesses. Furthermore, political ideology did not significantly influence attitudes toward mentally ill offenders. While judges and prosecutors endorsed more negative stereotypes about mental illness and perceived mentally ill defendants as a greater risk to the community, mean scores across groups suggested moderately positive attitudes overall. Study limitations, implications for correctional mental health providers, and directions for future research are discussed.     

Self-injury group psychotherapy intervention for young offenders: a pilot study

Objective: Self-injury (SI) is a significant and growing problem with the prison estate and a particularly acute issue with young offenders. Despite this, there are no evidence-based interventions for Young Offenders with SI difficulties. The Self-Injury Group Psychotherapy Intervention (SIGPI) was developed to target this.

Method: Drawing on existing evidence, the group was developed and piloted on a sample of 12 male Young Offenders (mean age 19.85 years) in custody with a history of SI. Participants were measured on observable SI behaviour, SI thoughts and urges and psychological distress. A within subject design was utilised with measures at baseline, 6 months and 1 year.

Results: At 12 months follow-up, a significant reduction in SI acts, time spent on SI monitoring, severity of urges and difficulty resisting SI. Psychological distress was also reduced.

Conclusions: SIGPI could be a potentially promising intervention and further investigation into its efficacy is warranted.
