The longevity and depth of regional challenges in the Middle East have elevated political and security concerns to a new level within the Gulf Cooperation Council (GCC) in recent years. Three conflicting worldviews have confronted one another, resulting in debilitating consequences for the region. Increasing fragmentation of Arab politics, in turn, has engendered attempts at enforced Arab unity that have ultimately failed, further dividing and destabilizing the regional order. This article delineates the background of the Gulf crisis of 2017 within the broader context of the Arab Spring and analyzes the ensuing attempts at mediation, the US role in the region, political developments in Kuwait and Oman, normalization efforts with Israel, and the recent resolution of the Gulf crisis by examining various actors’ political roles. 相似文献

Scotland's media has traditionally provided one of the central aspects of Scottish distinctiveness, autonomy and identity. This has often historically been viewed unproblematically and uncritically, but in recent times, the selective discourses of the mainstream media have come under increasing scrutiny and challenge, particularly in the recent independence referendum. This article examines the changing output of BBC and STV, considering in detail the evening news and current affairs programmes of both channels, and charting how they have evolved in media content and output. Although there has been considerable enthusiasm for public service motivation (PSM) research in recent years, two of PSM's fundamental assumptions have been relatively untested: its impacts on job choice and on job performance. Using panel data from two different studies, we offer stronger observational tests of these core assumptions. The findings provide mixed evidence. When testing PSM's effect on employment choice, we find that PSM measured during a law student's first year predicts the sector in which they are employed after graduation three years later. In a separate study investigating PSM's effect on job performance, we find that government employee PSM does not predict employee absenteeism or supervisor assessments of their in-role and extra-role performance. Our findings support recent calls for a more nuanced theory and analyses of PSM to help better understand its implications for recruiting, retaining, and motivating the workforce used to provide public goods and services. 相似文献

Developing nations demand a different scholarly approach in the field of public administration. We advance an agenda for research that stands on four pillars. First, in the absence of easily accessible data scholars of developing world public administration must assemble it for themselves. Second, building and testing theory plays a paramount role because researchers face limited information. Third, in developing countries, multi‐national and non‐governmental organizations are often crucial and must be considered in studying public administration. Fourth, given the novelties and ambiguities researchers face, qualitative information must be integrated throughout the research process. Our article—and the articles in this volume—constitute a call for developing country research to contribute to the study of public administration writ large, informing our understanding of both developing and developed states. 相似文献

The intentional withholding of critical work‐related information can have serious negative consequences in public organizations. Yet, few studies have examined why public employees intentionally remain silent about problems and how to prevent such behaviour. This article provides insights into how managers may lower employee silence in government organizations. We develop a model that suggests that empowering leadership by frontline supervisors reduces public employee silence, by improving employee trust in their supervisors, granting employees control over their jobs, and strengthening identification with the organization. We test the model in two cross‐sectional studies with data collected from all employees working in two local governments in the United States. We find empirical support for the model in both studies. We discuss the implications of the research results for public management scholarship and practice. 相似文献

The effect of 1,2-indanedione,a latent fingerprint reagent on subsequent DNA profiling 总被引:1,自引:0,他引:1
The compound 1,2-indanedione was recently introduced in our laboratory as an operational reagent for developing latent fingerprints on porous surfaces. As part of the reagent implementation, a study was carried out in order to determine whether either of the two operational 1,2-indanediones formulations interferes with further DNA profiling. Both formulations are based on HFE7100 solvent. One is acidic and the other neutral. In a controlled experiment, known donors attached stamps to envelopes by licking them. The stamped envelopes were initially treated with either one indanedione formulation or the other, and DNA was then extracted for STR typing. No differences were observed between the STR profiles obtained from treated and untreated stamps and envelopes, indicating that 1,2-indanedione does not adversely affect the extraction and subsequent amplification of the STRs examined. However, preliminary results indicate that potential DNA analysis depends on the time interval between the indanedione treatment and DNA extraction as no DNA can be recovered six days following treatment. For this reason, it is strongly recommended to extract DNA from treated items of evidence as soon as possible after indanedione treatment. 相似文献

Two cases of threatening letters with their accompanying envelopes were received to the Division of Forensic Identification unit of the Israel Police. The envelopes, including the stamps, and the letters were initially examined for latent fingerprints by the DFO reagent, known to cause degradation of DNA. Although no latent fingerprints could be visualized on any of the items, the biology laboratory using organic DNA extraction, was successful in defining genetic profiles from all the items employing six STR loci, even after treatment with DFO. In a controlled experiment, a known donor attached a stamp, by licking, to an envelope. This item was treated with DFO and then profiled using STR loci. The results showed that previous DFO treatment on the control stamp before DNA analysis had no negative effects on obtaining the DNA profile of the known donor using STR loci. 相似文献
