Rod Rhodes spent 25 years as the Editor of Public Administration before he retired from that role at the end of 2010. These essays in his honour are intended to celebrate the achievement of those 25 years and reflect on his contribution to the worlds of public administration and political science. Rod has now consolidated the standing of the journal as one of the most significant locations for work on public administration. At the same time, over his career, he has prodded and probed, challenged and innovated, in a wide range of areas. The essays in this special edition have been designed around his intellectual interests over the 40 years of his career, from local government, and networks, to ethnography and narratives. Each author was asked, as appropriate, to identify Rhodes' impact and to assess the present state of the literature. Three articles consider the state of the discipline in the UK, the USA and in the world of comparative politics. Rod is then given the opportunity to reflect on his career and where his interests might lead. As ever he wants the last word! This introduction provides the context for his career and charts in broad terms his intellectual trajectory and contribution.  相似文献

This article provides an empirical test of an informational model of lobbying. The model predicts when lobbyists provide useful information to policy makers and when policy makers follow lobbyists' advice. The predictions are assessed against data on the policy positions and lobbying activities of firms and other organised groups in the context of 28 policy proposals advanced by United Kingdom governments between 2001 and 2007. The results suggest that the interactions between policy makers and lobbyists are driven mainly by the expected policy costs for policy makers, providing lobbyists with strong incentives to provide correct advice to policy makers. There is little support for the expectation that lobbyists can successfully persuade policy makers to take a course of action that is beneficial to the lobbyist at the expense of wider constituencies.  相似文献

This prospective longitudinal study examined whether early childhood risk factors contributed to explaining and predicting intimate partner violence (IPV) in midadulthood. Participants included 202 men from the Cambridge longitudinal study who were in an intimate relationship in their mid‐40s. Neuropsychological deficits and the presence of a criminogenic family environment were measured between ages 8 and 10. Antisocial behavior was measured between ages 8 and 18. IPV was measured at age 48 using a self‐report instrument completed by the participants' female partners. Perpetration and victimization rates were relatively high; violence was mostly mutual, and men were more likely to be victims than perpetrators. Findings indicate that a criminogenic environment increases the risk of IPV by fostering the development of antisocial behavior and neuropsychological deficits. A link also exists between a high level of antisocial behavior during adolescence and the risk of IPV later in life. The results suggest the presence of both continuity and discontinuity of antisocial behavior as childhood risk factors that increase the likelihood of future involvement in IPV, but the role of these risk factors is modest.  相似文献

Discussions of core executive operations in Britain have focused on a limited controversy about whether monocratic control is exercised by the premier or whether more collegial decision making persists in Cabinet. An extended typology of institutionalist views is examined, including the prime ministerial clique interpretation, models of ministerial government, segmented decision making, and bureaucratic coordination. This restricted debate reflects normative anxieties about Britain's unbalanced constitution, party-structured legislature and an inadequate rational policy process inside the executive. New directions for core executive research are examined, including the analysis of decisional studies, more disaggregated and differentiated accounts of the core executive, coalition politics in the core executive, and the analysis of leadership influences.  相似文献

This article will focus on the evolution of the collaborative work of the Louisiana Rural Trauma Services Center (LRTSC), a Center within the National Child Traumatic Stress Network, and the 23rd Judicial District, a jurisdiction in south Louisiana serving three rural parishes. We will describe how the collaboration and joint efforts, and the changes that have been made in terms of availability of evaluation and treatment resources, seem to be influencing both the educational and judicial systems in St. James Parish and potential sustainability of some of the identified resources. The article will examine how the court and the LRTSC work together with emphasis on the evaluation, reporting and recommendation processes, outcomes and benefits to date, and challenges for the future.  相似文献
