The financial crisis had significant implications for the fiscal positions of OECD. As nations seek to cope with the economic contraction, budget deficits and debt have risen to near record postwar levels. As the crisis in Europe and other advanced economies has deepened, fiscal consolidation will have to be coupled, and even preceded, by actions to jump‐start crippled economies. Nonetheless, when fiscal consolidation becomes necessary, nations that procrastinate by waiting for a crisis to provide cover for the politically hard choices will pay a steep price indeed both economically and politically. Many in the academic and policy community have raised questions about whether advanced democracies have the political wherewithal to respond to gathering fiscal pressures through early and timely action. Recent fiscal actions in advanced nations suggest that democracies are not doomed to wait for market shocks and crises. Rather, leaders have shown that fiscal sacrifice can be achieved in ways that promote electability. In the European Union (EU) the discussions on climate policy have focused on the instrument of taxation. However, there has been considerable opposition from both Member States and industry against the combined carbodenergy tax proposals. In this article, an alternative market-oriented instrument for controlling CO2 emissions is discussed which overcomes some of the disadvantages of the tax: tradable emission permits. Special regard is given to the functional design and practical implementation of a system of tradable carbon permits for the European Union. Scholars often presume that cultural homogeneity is an essential building block for any community. This, if correct, would represent an insurmountable obstacle to the type of European integration envisaged in the Maastricht Treaty. Through an examination of theories of community articulated by Anthony Smith and Karl Deutsch, this pessimism is countered with a more optimistic prognosis. The social cement of the modem liberal community consists primarily of the individual's belief that others are of the same community. Policy narratives are pervasive in the policy arena with interest group letters, speeches, and media reports. The role policy narratives play is becoming increasingly important in policy sciences research. The central question addressed here concerns what effect policy narratives have on public opinion. To measure this, we use a quasi‐experimental design with 194 students and a controversial issue in Yellowstone National Park. Respondents took a pretest for baseline opinion data. The treatment was one of two media accounts that reflect divergent advocacy coalitions, followed by a posttest. Results indicate that media policy narratives are influential on public opinion in two ways. First, they “preach to the choir” when read by audiences with similar opinions; the result is a significant strengthening of congruent reader opinions. Second, they “convert” when read by audiences with divergent opinions; the result is a significant strengthening of opinion in the opposite direction of previously held opinions. Para medir esto usamos un diseño cuasi experimental con 194 estudiantes y un tema controversial en el Parque Nacional de Yellowstone. Analysis of the Commission's role in policy implementation has focused largely on the administrative rather than political level. Yet little attention has been paid to the importance of high‐level Commission actors, such as Commissioners and Director‐Generals at this stage. This article analyses the role of a working group (WG) of Commissioners in monitoring and co‐ordinating the implementation of trans‐European networks (TENs) in transport. It argues that formally institutionalized structures for intra‐College co‐operation provide important arenas for creativity, entrepreneurship and consensus‐building. Ultimately, the consistent and sustained political involvement of Commissioners improves the Commission's administrative co‐ordination and may, ultimately, help secure better policy implementation. 相似文献

This empirical study addresses the question of the emergent adaptation processes of the pro‐migrant NGO sector in Britain in response to the advancing Europeanization of immigration policy. Our findings show European‐level engagement by some key pioneer non‐governmental organizations (NGOs), who have importantly built pathways and linkages to politics beyond the nation‐state, as well as participating in the European arena through interaction within a new transnational organization, the European Council on Refugees and Exiles (ECRE).
