Rechtliche Handlungsmöglichkeiten zur Offenhaltung der Landschaft – am Beispiel Baden-Württembergs

Zusammenfassung  Viele l?ndliche Regionen sind mit einer Ausdehnung der Waldfl?chen konfrontiert. Dies wird vor allem dann als problematisch empfunden, wenn die betroffenen R?ume bereits waldreich sind. Zur Steuerung der Waldzunahmedynamik bieten sich verschiedene rechtliche Instrumente an, deren Potenziale derzeit nicht voll ausgesch?pft werden. Weiterentwicklungsm?glichkeiten bestehen insbesondere im Hinblick auf die Normen zur Aufforstungsgenehmigung. Hier ist ein grunds?tzlicher normativer Paradigmenwechsel denkbar. Neureglungen k?nnten aber auch über die Einrichtung einer Experimentiergesetzgebung zun?chst beispielhaft erprobt werden. Der Beitrag entwickelt zudem einen Leitfaden für die Beurteilung einer “erheblichen Beeintr?chtigung des Landschaftsbilds”, einem bisher nicht ausreichend konkretisierten Versagungsgrund für eine Aufforstungsgenehmigung.     

ECONOMIC MOTIVES FOR "SOCIAL" PROGRAMS: THE NEW FEDERAL DIRECTION

The Job Training Partnership Act (JTPA), passed by Congress in 1982, is significant federal employment and training legislation for a number of reasons. Most noticeably, it substantially enhanced private sector and state government roles in the administration of such programs. In order to understand both the programmatic impact of JTPA and its likely consequences on subsequent federal employment and training initiatives, it is necessary to look at the politics of the legislation-especially those interests that are strongly represented through its implementation and those that are not. By doing this, one obtains a better sense of the dimensions of conflict around future employment and training legislation. General guidelines within which Congress should act in subsequent legislative activity are laid out.     

Autoerotic death. A definition

A definition of autoerotic death is suggested that restricts the use of this term to accidental deaths that occur during individual, usually solitary, sexual activity in which a device, apparatus, or prop that was employed to enhance the sexual stimulation of the deceased in some way caused unintended death. The case of the autoerotic asphyxial death of a 48-year-old man is reported in order to demonstrate the application of this definition.     

Bodenschutz außerhalb der Bodenschutzgesetze – der Beitrag des Naturschutzrechts

Den Gründer und langj?hrigen Hauptschriftleiter Claus Carlsen hat seit vielen Jahren das Naturschutzrecht in all seinen Facetten interessiert. Der Gegenstand des Naturschutzrechts, der nach der subjektiven Beobachtung des Verfassers dieser Zeilen als Hauptgegenstand des Naturschutzrechts betrachtet zu werden scheint, ist der Schutz, die Pflege, die Entwicklung und die Wiederherstellung der Tier- und Pflanzenwelt, § 1 Nr. 3 BNatSchG. Dieser Beitrag m?chte den Blick auf ein anderes Ziel des Naturschutzes und der Landschaftspflege lenken: auf den Naturhaushalt nach § 1 Nr. 1 BNatSchG und dessen Bestandteil: den Boden. Genauso, wie es Naturschutz au?erhalb der Naturschutzgesetze1 gibt, existiert Bodenschutz au?erhalb der Bodenschutzgesetze. Accidental poisonings involving carbon monoxide, heating systems, and confined spaces

Eleven incidents of carbon monoxide (CO) intoxication resulting in sixteen fatalities are reported. All of the cases involved heating systems as either the source or the means of distributing the CO. Blood samples were analyzed for ethanol and CO. Elevated blood CO saturations were found in 14 of the 16 victims while none of the victims had a blood ethanol concentration greater than 0.10% (w/v).     

"New" phenotypes in the human red cell isozyme system ADA

Two rare ADA phenotypes were observed in a German mother and her child. These phenotypes may be due to the allele ADA *9 previously found in Bulgaria.
