Velasco's brand of military nationalism marked a real break from the orientation of the majority of Peruvian military regimes, which were pro‐United States and espoused limited government. Many attempts have been made to explain this outcome, but the release of documents from British and United States archives clarify certain issues. Above all, Velasco's use of the nationalist card enabled him to win over decisive support from both the military and political society. This support gave him sufficient leverage to consolidate his personal position, which he did before launching a major programme of domestic property expropriation. 相似文献

As neoliberalism has taken root in the Caribbean, heritage tourism has grown enormously. Using examples drawn from the Trinidad Carnival, this article shows how culture becomes a marketing force in the wake of increasingly difficult economic times in the Caribbean. As selling culture increases in importance for the overall economic health of Caribbean economies, it becomes, more and more, the focus of Caribbean states and state agencies and a basis for state sovereignty. Drawing on Foucault's notion of biopower, the article draws a connection between the increasing importance of cultural performances for state revenue and government intervention into those performances. 相似文献

During the Good Neighbor Era of the 1930s and 1940s, the USA sought to normalise relations with Latin America in order to promote hemispheric unity, particularly so after the outbreak of the Second World War, which provoked anxiety about transatlantic trade routes and South American attitudes towards the Axis. An Office of the Co-ordinator of Inter-American Affairs was established, which in turn set up a Motion Picture Division. The Division pressed for a Latin American specialist to monitor and control representations of Latin America via the Production Code Administration. The attempt to promote positive portrayals of Latin Americans assisted a boom in musical comedies dealing with North Americans visiting their southern neighbours. This article examines an early precursor, Flying Down to Rio (1933), and a full-blown Good Neighbor movie, Down Argentine Way (1940). The article uncovers, behind the optimistic projection of neighbourliness, hidden tensions and deep-rooted anxieties about American identities. 相似文献

Abstract. French dirigisme since World War II has been identified at four levels: economic planning; the dominance of a neo-colbertisre civil service elite; Gaullism and the Fifth Republic; and a state-led, credit-based system for financing industry. The last of these was seen by Zysman (1977, 1983) as the strategic core of dirigisme , as in Japan, through state control of industrial purse strings. Paradoxically, it was the Socialist Governments of 1981–86, in response to deregulation elsewhere, which initiated extensive capital market reforms intended to replace the state-led, credit-based system with an 'arms-length' financial market system. These continued under the right-wing Chirac Government. However, the reform process itself has been state-led rather than market-led; and both rigidities in the markets and shortcomings in the reforms have been highlighted by the October 1987 crash. Much dirigisme of a tactical kind remains, but the state's potential for strategic intervention has been reduced. 相似文献

The European single currency system has come under unprecedented strain during the past three years and there is little reason to assume that this will diminish, in any significant way, in the near future. This article briefly explores the background to the current eurozone crisis before outlining a number of potential solutions. Specifically, we discuss how the credit crunch induced recession of 2008 triggered the problems within the eurozone regarding sovereign debt, looking at the issues of spill‐over and free‐rider effects, together with the implementation of EMU fiscal rules. The analysis is then extended by outlining a series of potential remedies. This consists of a critical evaluation of solutions that the EU has already instigated (i.e. moral persuasion, financial relief measures and debt default), together with a series of alternative propositions (i.e. fiscal federalism and a European Clearing Union) and even the collapse of the euro. 相似文献
