The Consequences of Gentrification for Racial Change in Washington,DC

This article looks at the effects of gentrification on the racial composition and transformation of urban neighborhoods. The investigation examines Washington, DC, a city that has undergone significant and contentious racial transformation in the past few decades. To provide for a more robust analysis of how gentrification is associated with measures of racial displacement and diversity, I employ two separate quantitative measures. Using U.S. Census Bureau long form, American Community Survey, and decennial census data, I compare tract-level changes in racial evenness and displacement between gentrifying and nongentrifying areas from 1990 to 2010. The findings suggest that gentrification is associated with the displacement of blacks, but this racial turnover is not consistently associated with greater levels of racial and ethnic diversity compared with nongentrifying neighborhoods.     

Overcoming poverty and inequality: Rwanda's progress towards the MDGs

Despite the 1994 genocide there has been annual growth in Rwanda every year since 2000. Poverty has decreased; while the MDG target of 23.8% is unlikely to be met by 2015, the future looks hopeful. The goal of reducing hunger is measured by underweight children – already down to target – and extreme poverty – likely to hit the target. Key to success is reducing dependency on the land, but a majority of the population still depend on their farm or plot. However, hitting targets for reducing poverty is not the same thing as abolishing it, and achieving targets does not necessarily solve problems.     

A Crowded Stage: Liabilities and Benefits of Multiparty Mediation

In today's environment, the international response to conflict often entails multiple mediators as well as other third-party actors such as peacekeeping forces, development agencies, nongovernmental organizations (NGOs), and lone operators. Such a profusion of actors has often made peacemaking efforts messy, difficult, and at times chaotic. The vicious nature of internal conflicts, however, and the high costs for the international community of failing to prevent or end war make it critical to understand these multiple third-party interventions. The principal question is: do these multiparty mediations help or hurt the cause of peace? If the answer to that question is that a multiplicity of third parties can hurt a peace process, does the solution lie in stopping multiple third-party attempts at peacemaking? On the other hand, if the answer is that multiparty mediation can help, are there ways of increasing the chances that it will?     

The Evolution of the Determinate Ideal of Sentencing: An Illinois Case Study

The past two decades have witnessed enormous changes in state sentencing structures. While many of the fundamental tenets of the determinate sentencing reform movement have changed since the 1970s, one bedrock principle has remained constant: the belief that the sentencing power of post-conviction administrators must be curbed. Yet, in many jurisdictions, the goal of the reform movement has been frustrated as sentencing discretion has merely shifted from parole boards to prison officials. This article presents a case study from Illinois to illustrate how institutions' adaptive responses to externally imposed reforms can enlarge the gap between the rhetoric and the reality of public policy.     

Sovereignty and its Presuppositions: Before 9/11 and After

Is the modern states system in terminal decline? Are we witnessing a great transformation in that regard? Are the events of 9/11 indicative of that? Or is state sovereignty evolving, yet again, in response to scientific, technological, economic and social changes – as it has done throughout the post-medieval era of its existence? That latter line of argument is put forward in this essay.
