中国青年失业问题以及对养老保障体系的影响

文章以新的人口学研究视角,从中国青年失业问题来研究和养老保障体系之间的关系,首先对中国失业青年的数量进行了估计,然后是针对这部分群体对中国养老保障体系中资金、观念、代际、自身、同代之间的影响和冲击的思考。     

从歧视走向平等——非婚生子女法律地位的变迁

非婚生子女作为社会的弱势群体,对其加强法律保护已成为世界各国婚姻家庭法的一个重要课题。综观世界各国亲子立法的发展史,非婚生子女的法律地位经历了受虐待和歧视的“无亲之子”阶段、被消极肯定的“形式平等”阶段、以至于发展到当今一些国家对子女的完全平等保护———实质平等。我国亲子立法应顺应世界先进亲子法的立法趋势,摒弃“非婚生子女”这一不平等称谓,制定统一的自然血亲子女制度,以子女认领制度作为确定无婚姻的父母与自然血亲子女身份关系的证明方法,保护子女的最大利益。     

弱势群体权利保护国际立法初探

就弱势群体的生存现状、法律的发展演进、各国立法与研究现状进行了较全面的介绍之后 ,深入分析了弱势群体权利保护所面临的问题和法律发展趋势 ,以期能引起人们对弱势群体权利保护状况的关注与重视 ,并努力改善之。作者指出 ,某些民族和宗教的固有传统由于与现代人权观念相冲突而成为改善弱势群体人权状况的最大障碍之一。文章最后深刻指出了弱势群体权利保护的三个发展趋势 ,即对弱势群体权利保护的加强、相关法律的趋同化、国际社会本位观念的贯彻执行。     

全面把握共同富裕的内涵

共同富裕不是同时、同步、同等富裕,而是普遍富裕基础上的差别富裕;共同富裕不单是物质上的富裕,而是物质生活和精神生活的全面富裕;共同富裕也不是社会主义社会发展终极目标的固定模式,而是一个动态的、从贫穷到富裕再到高层次富裕的过程富裕。     

Omissions relevant to the contextual domains of technology transfer models

Ideographic representations (schematic drawings) are useful for analyzing and communicating complex ideas. They constitute simplified versions of the way multiple and diverse elements, concepts, and variables interact according to each author's conceptions, knowledge, and experience of planned change and change phenomena. Such representations depict a sense of order under a particular model configuration or system notion, involving contexts where action takes place and events occur. This paper is based on the commonality analysis of 46 models related to technology transfer. Within the framework of previously published research, complementary findings are presented here. The discussion is focused on the characteristics of the models' contexts, appealing to some technology transfer aspects widely omitted or neglected. It is suggested that the understanding of intervention contextual domains is important to formulate and implement better technology transfer models.     

美国“精明增长”对我国城市空间扩展的启示

论述了目前国内外讨论比较多的"精明增长"(Smart Growth)产生的背景及其主要内涵,对我国城市空间扩展的具体情况进行了分析,并结合我国城市发展的具体情况,从美国城市蔓延的前车之鉴中得到教训,从城市发展策略和技术手法上将"精明增长"的理念用来指导我国城市发展的具体实践.     

Basic research and the success of federal lab-industry partnerships

This paper examines the role that basic research plays in the strategies pursued by industry in their interactions with federal labs. It draws on questionnaire-based data of 229 federal laboratory-industry joint R&D projects with 219 companies and 27 laboratories. The study documents the relative importance of basic research in the success of the interactions by comparing the incidence of basic research on several indicators of success. The study shows that, even though projects involving basic research tend to have higher costs, they also have a high percentage of product outputs in the short term. Typical high payoff strategies for partnership were those in which the company performed several technical roles and the federal laboratory was more narrowly focused. 论行政法的宪政基础——对行政法与宪法之间关系的再认识

在对行政法与宪法之间关系的认识上,我国行政法学界的主流观点存在一定的片面性。事实上,行政法与宪法具有作为公法的同一性;两者之间也存在作为部门法的差异性;最为重要的是,“宪政国家是行政法的前提”,行政法必须构建在宪政基础之上——行政权的合法性来自于其在宪政结构中的地位与职能、宪政控制行政法治的性质与方向、宪政决定并塑造行政法的风貌与品格。中国行政法同样需要具备宪政基础。     

Population genetic data for 18 STR loci in Costa Rica

Allele frequencies for 18 STR autosomal loci (D3S1358, VWA, FGA, D8S1179, D21S11, D18S51, D5S818, D13S317, D7S820, D16S539, TH01, TPOX, CSF1PO, Penta D, Penta E, D19S433, D2S1338 and SE33) were obtained from a sample of 191-500 unrelated individuals from Costa Rica, Central America.     

《公安信息系统应用》课程与警察院校计算机基础教学改革

目前,大学各专业的专业课与公共基础课在课时安排上面临较大冲突,计算机课程要如何安排才能培养学生的计算思维能力,满足不同专业学生共同面对的信息化时代的需求,是我们需要深入思考与讨论的问题。我们针对公安"二学位"学生的计算机应用水平较大差异的特点,对计算机基础课程《公安信息系统应用》从教学内容、教学大纲、教学方法与手段上进行了一系列改革探讨,为警察院校计算机基础教学改革提供新的思路。
