Higher Fines—Fewer Traffic Offences? A Multi-Site Observational Study

Assess the impact of a 100-per cent increase of fines on compliance with speed-limits (50 km/h) and parking regulations in urban areas. Norm violations were measured through standardized observations in all five major cities in Switzerland before and after fines had been raised by 100 % or more at two pre- and two post-intervention periods. The speed of 20,000 cars was measured, and 10,000 parked cars were controlled. Levels of police controls remained stable over the entire period, but enforcement activity varied considerably across cities. Violations of parking regulations decreased by 32 %. Speed-limit violations remained unaffected in the longer run by higher fines. When cities without relevant enforcement activity were excluded, a reduction by 17 % was observed. No causal inferences can be drawn given the absence of a control area. However, the data suggest that higher fines deter traffic violations, provided enforcement activity remains at relevant levels.     

Massacre of the Doves?: Interpreting Israel's 2003 Elections

This article argues that Israel's 2003 elections are best understood as a deeper embedding of neoliberalism in the Israeli polity. It is argued that the most accurate characterization of the elections is as an articulation of Polanyi's Phase I of the double-movement. The argument is developed in four stages. First, the Israeli elections are understood as a local reaction to the multilayered processes of globalization. The Israeli state and its elections are located in the neoliberal ideology which underwrites the phenomenon broadly defined as globalization. Second, the election results are reviewed. Third, the dominant interpretations of the elections are critically examined. Specifically, representations of the elections as a defeat of the parties of peace and as a rebuke of Sephardim/ultra-Orthodox influence in Israeli government are interrogated. Fourth, the coalition negotiations of February 2003, the constitution of Israel's 30^th government and some of the initiatives undertaken by Finance Minister Benjamin Netanyahu are explicated through deployment of Polanyi's double-movement framework.

Postmortem Distribution of 3‐Beta‐Hydroxybutyrate

The concentrations of 3‐beta‐hydroxybutyrate (3HB) in femoral blood, urine, vitreous humor as well as pericardial and cerebrospinal fluids were retrospectively examined in a series of medico‐legal autopsies, which included cases of diabetic ketoacidosis, hypothermia fatalities without ethanol in blood, bodies presenting mild decompositional changes, and sudden deaths in chronic alcoholics. Similar increases in 3HB concentrations were observed in blood, vitreous, and pericardial fluid, irrespective of the cause of death, suggesting that pericardial fluid and vitreous can both be used as alternatives to blood for postmortem 3HB determination. Urine 3HB levels were higher than blood values in most cases. Cerebrospinal fluid 3HB levels were generally lower than concentrations in blood and proved to be diagnostic of underlying metabolic disturbances only when significant increases occurred.     

State and Territory Government Strategic Plans: Exercises in Managing,Monitoring and Marketing

All but three of the Australian States and Territories have whole‐of‐government, jurisdiction‐wide strategic plans in place and the three exceptions had previously established a state plan in the decade after the first such plans were introduced by Tasmania and Victoria in 2001. Scholarly attention to date has been directed towards discrete aspects of state plans, such as the extent to which they can be seen as exercises in participative democracy or sustainability, rather than with examining state plans for what they explicitly purport to be – strategic plans originating in the core executive of government. We propose that there are three key strategic orientations for Australian state plans: to holistically manage, monitor and market government administration. These orientations may be competing, complementary or overlapping, and can vary over time. The article also proposes that state plans are a significant development in public management and warrant further and more detailed examination.
