On June 20, 2009 one image became a symbol of violence, as well as a rallying cry for a movement that contested the disputed election of hardline Iranian President Mahmoud Ahmadinejad. The image captured the murder of a 26 year old protester named Neda Agha-Soltan, and showed a first-hand account, in bloody detail, of the savagery of state killing. With the help of social media, the video received mass attention from news organizations in the United States by June 22, 2009. Cursory analysis of the New York Times and The Washington Post, representation of Neda’s death, reveals an Iranian government that was unafraid to violently repress a democratic movement. It is my contention here that such a construction was framed by an Orientalist discourse which helped to fabricate three distinct deaths of this murdered protester. First the lasting images of death became a symbol of freedom; Neda’s second death showed a grievable life, one that provided an emotional space for a US audience; and finally her third death which became a means of defining and (re)stabilizing Orientalized perceptions of Iran as violent and barbaric. Ultimately, these three deaths became an instrument that would help justify the call for US intervention on behalf of Western morality and humanitarian aid.  相似文献

A rapid method for evaluating suspect testimony is valuable at any stage in an inquiry and can result in a change of direction in an investigation. Rape cases, in particular, can present problems where a defendant renders DNA analysis redundant by claiming that the claimant consented to have sexual relations. Forensic palynology is valuable in confirming or eliminating locations as being crime scenes, thus checking the testimony of both parties. In contrast to some forensic disciplines, forensic palynology can provide critical information without time-consuming full analysis. Two cases are described where the palynological assemblages from comparator samples of pertinent places were compared with those obtained from clothing of claimants and defendants. The results of rapid microscopical scanning of relevant preparations led to early confessions, thus obviating the need for costly analyses and protracted court proceedings. A third case demonstrates the unbiased nature of this technique where a man, although innocent of any offense, lied about having visited the crime scene for fear of prosecution. This highlights the need for sensitive policing in claims of rape.  相似文献

Abstract: The past two decades have witnessed significant changes in Canadian federalism and intergovernmental relations. This article investigates how developments in federalism and public administration in the 1990s have affected intergovernmental administrative machinery and the formal and informal structures, functions, and resources of intergovernmental relations compared to findings from the 1980s. Using a survey, interviews with senior intergovernmental officials, and government documents, this paper examines the evolution of the intergovernmental administrative state as opposed to the political realm of executive federalism. The authors outline how the formal structures and functions of intergovernmental agencies and officials have evolved and argue that informal intergovernmental networks are very important in understanding and explaining the capacity of the federation to meet current and future policy and administrative challenges. Sommaire: Au cours des deux dernières décennies, d'importants changements se sont produits au sein du fédéralisme et des relations intergouvernementales au Canada. Le présent article examine comment les récents développements intervenus dans le fédéralisme et l'administration publique dans les années 1990 ont affecté les rouages administratifs intergouvernementaux et les structures officielles et non officielles, ainsi que les fonctions et ressources des relations intergouvernementales au cours de deux dernièves décennies comparativement aux résultats des années 1980. A l'aide d'un sondage, d'interviews de hauts fonctionnaires intergouvernementaux et de documents gouvernementaux, cet article étudie l'évolution de l'État administratif intergouvernemental par opposition au domaine politique du fédéralisme exécutif. Les auteurs ébauchent la façon dont les structures et les fonctions officielles des organismes et des hauts fonctionnaires intergouvernementaux ont évolué et soutiennent que les réseaux intergouvernementaux non officiels sont très importants pour comprendre et expliquer l'aptitude de la fédération à relever les défis politiques et administratifs présents et futurs.  相似文献

Unethical business practices, the conduct of corrupt rulers and conflict entrepreneurs in conflict-prone societies have provoked genuine humanitarian concern from NGOs and activists who constitute the main driving force behind calls for ethical markets. However, powerful players, such as western multinational corporations and OECD governments, have been able to undercut campaigns for compulsory legal regulatory codes by promoting industry self-regulation and voluntary codes of conduct. This article assesses a number of these initiatives to control the trade in conflict goods and promote good resource governance. It concludes that current mechanisms constitute a weak attempt to control the negative impacts of the market and, by failing to tackle the real causes of instability, are inadequate for building a political economy of peace.  相似文献
