NGO advocacy is sometimes portrayed in a heroic light, but efforts to influence World Bank-supported economic policies confront considerable ambiguity. Influence is difficult to demonstrate, but advocacy should be more rigorously assessed in the interest of transparency and effectiveness. Two (partial) solutions to this ambiguity are to focus on the process of NGO campaigns themselves; and to monitor impact on component parts of a model of institutional change at the Bank. This article assesses a recent advocacy campaign by testing it against five criticisms of NGO campaigning, then proposes that NGO advocates develop a practical model of policy change and monitor and evaluate their efforts with reference to the model's component parts. 相似文献

This article aims to discern the extent to which managerial work is similar and different in the public and private sectors. Using propositions and structured categories for describing what managers do, this article compares results of an observational study conducted in the Canadian public sector with similar studies from the private sector. Through a comparison of work type, hours, location, activities, and contact patterns, this research finds few differences in managerial work activities between the two sectors, despite contextual and situational differences. Possible explanations are explored, implications of the findings are discussed, and future research directions are proposed. 相似文献

AbstractGlobal, national and local policies and programmes for agricultural development are recurrently justified based on their alleged role in improving food and nutrition security. However, strikingly little evidence is available to prove that a direct, household-level link between agricultural production and improved nutrition exists. The objective of this special issue is to systematically and empirically test, using data from Africa and South Asia, whether a relationship between household agricultural production and nutrition can be found. As the Soviet Union disintegrated and eventually dissolved in 1991, many of its peoples, both so-called titular nationalities and national minorities, put forth demands for independence or, at the very least, self-rule for territories that were said to represent the national patrimony. Among the many peoples who put forward such demands were Carpatho-Rusyns, who, together with fellow citizens of other national backgrounds, demanded autonomy or self-rule for the region (oblast) of Transcarpathia in far western Ukraine. This essay examines from a historical perspective the question of autonomy or self-rule for Carpatho-Rusyns and for all or part of the territory they inhabit, historic Carpathian Rus’. This article uses a multiple methods framework to interrogate notions of religious revival among Buddhists in the Russian republic of Kalmykia. Survey results indicate high levels of self-identification among Kalmyks as Buddhists, as well as general support for the notion that the religion has re-established its place in the public sphere in the post-Soviet period. This straightforward interpretation of religious revival is contested, however, in interviews with religious elites and focus group conversations. Using data from the Michigan Panel Study of Income Dynamics, this article estimates the impact of the Earned Income Tax Credit (EITC) on economic risk. Risk is measured through the variance of full income (income holding labor supply constant). The results show that the EITC significantly reduces economic risk, but its effects are weaker dollar for dollar than traditional means-tested programs like Food Stamps. The difference is not statistically significant, however. Moreover, for many middle-class people, the risk-reduction benefits of the EITC exceed the tax burden it imposes. This is less true of means-tested transfers. These results are significant for the politics of antipoverty policy. They show that a real-world antipoverty program can generate enough middle-class economic security to build for itself a solid base of political support. 相似文献
