Since 1990, the German government has been demanding from the civil servants of the former East Germany a new adaptability and creativity that was never promoted in the GDR bureaucracy. The article analyses the change of ethics in the former East Germany after 1990. It looks at the development of the German civil service, discusses the economic disparity between East and West, and examines the ethical tradition in the former socialist country. It uses the case of the selection in 2001 of the city of Leipzig by BMW as the location of a new manufacturing plant as an illustration of the new goal‐oriented activities of the present Eastern bureaucracy. More than 250 European cities were competing for the new plant, which will create over 10,000 jobs. The level of performance of the Leipzig bureaucracy in the BMW case reveals the new efficiency and professionalism of the former Eastern civil service. In addition to Leipzig, virtually all the local and state administrations from the former East Germany have developed a sense of the necessities of the time, including globalization. Much of the literature on welfare dynamics has focused on the effects of recipient characteristics and state‐level characteristics such as welfare benefits and economic conditions; there has been very little analysis on the effects of child support. This paper, using the 1979‐1996 National Longitudinal Survey of Youth, examines whether child support affects the likelihood of leaving and re‐entering welfare. The results indicate that strong child support enforcement is important in helping young mothers exit and stay off welfare. Women with $1000 child support payments in the previous year were 18 percent more likely to exit welfare and 12 percent less likely to re‐enter welfare. Compared with women in states that pursued child support least vigorously, women in states that had passed extensive child support enforcement legislation and that spent more money on child support enforcement were 79 percent more likely to exit welfare and about 60 percent less likely to re‐enter welfare. © 2002 by the Association for Public Policy Analysis and Management. 相似文献

The Coombs Royal Commission identified a range of issues relating to the coordination of services. While there has been renewed interest over the last five years in the UK, Canada and Australia in initiatives that support joined‐up and cross‐cutting government, there has been only limited work to address the potential recognised by the Commission for these initiatives to result in unclear accountabilities. This paper reviews accountability approaches to joined‐up government and identifies that while the sharing of accountability for outcomes has emerged quietly over the past 25 years, joining‐up initiatives are demanding a clearer articulation of causal relationships regarding the sharing of outcomes and a fuller consideration of the multiple relationships in the partnership arrangements involved. 相似文献

Statistics of the European Commission show different performances among member states regarding the implementation of European policies. In particular, this article explains why Denmark and Belgium have different records with respect to the legal or administrative transposition of European Union environmental directives. The article starts with a short overview of the implementation problematique and a presentation of the latest available statistics. Then European-level factors are ruled out as possible explanations for the differences in performance. The author argues, on the contrary, that the differences between Belgium and Denmark must be explained by national institutional contexts. To this end, an institutional approach is presented, which draws attention to 'hard' and 'soft' institutions as explanatory variables. In total seven categories of variables are discussed: four 'hard' categories – the constitutional and administrative context (division of competencies and coordination mechanisms), institutional capacity, administrative and legal adaptation pressure, communication and continuity – and three 'soft' categories – institutional jealousy, Europeanisation and political adaptation pressure. It was found that both member states under study have different scores on almost all variables, pointing to rather unfavourable implementation conditions for Belgium and much more favourable conditions for Denmark. 相似文献

Following the 1 April 2001 plane collision over the South China Seas, China and the United States engaged in two weeks of intensive 'apology diplomacy'. What role did culture play in these events? Drawing on experimental findings in social and cross-cultural psychology, we argue against the pundits that essentialized cultural difference--and against those who denied that culture matters. Reunification, growing international exposure and the move of the capital from Bonn to Berlin are not merely milestones for the major changes that have occurred in German politics since World War II. They are developments that have profoundly affected and continue to affect political life in Germany. The way that political, civic and economic interests engage with the political system has changed, and this raises the question of what public affairs is and can achieve in this context. As practitioner the author observes four main trends. First, public affairs is increasingly being understood in terms of the meaning of the German word ‘Gesellschaftspolitik’. Second, the changing nature of how political issues are being communicated demands a growing expertise from all the players involved. Third, the general feeling among organisations for ‘need to do something political’ does not yet correspond with a specific demand for public affairs services. And last, a market for high profile consultancy‐led public affairs services is still in the making. Public affairs practitioners in Germany will be key in shaping and developing the profile of public affairs as a serious discipline with services and expertise, maturely tailored to local market needs. Unlike the Mao era when educational development was entirely directed by the central government, there has been a strong trend to diversification and decentralization of education in the post‐Mao period. This article, being set in this context, examines how the policy of decentralization has affected the governance modes of higher education in Mainland China. More specifically, the article focuses on three major aspects of education governance, namely, financing, provision and regulation in education, with special attention given to examining the changing relations between the state, local governments and other agents in education delivery. One very significant consequence of the change is that the public‐good functions of education, of which the state has taken the primary role of a reliable guarantor, have diminished. Nonetheless, the state's role as a regulator and overall service coordinator has been strengthened rather than weakened under the policy of decentralization. Argentine-Brazilian relations have undergone a remarkable transformation over the last two decades, from enduring rivalry to cooperation. Dating back to the late 1970s, security cooperation has been a byproduct of two different sets of factors, strategic and military organizational, that propelled the two countries independently but simultaneously toward peaceful settlement. The 1979–80 settlement of disputes over hydroelectric power and nuclear technology not only ended centuries of militarized competition but established the first institutional structures of what is today one of the world's most durable security regimes. 相似文献
