The 2013 election in Pakistan was a significant point in a presumed transition from autocracy towards democracy, since for the first time an elected government completed a full term and was replaced by another freely elected government. Pakistan’s hybrid regime, however, continues to be threatened by a significant ‘disloyal opposition’, in the form of secessionists in Balochistan and jihadi Islamists of the Tehrik-e-Taliban (the so-called Pakistan Taliban). Drawing on the literature on hybrid regimes, and using Juan Linz’s framework that focused on both ‘disloyal’ and ‘semi-loyal’ oppositions to democratic rule, this article examines the threat to a continuing movement towards democracy posed by secessionists, Islamists, and the military.  相似文献

Most children available from public adoption agencies are children with special needs, such as disabilities. This pilot study on the child profile preferences of 5830 adults registered with province-wide adoption agency found that those who were most open to considering children with special needs had been formally seeking to adopt for some time and had completed government-required SAFE assessments and training. Most preferred younger children, and half would consider sibling groups. Between 43% to 60% indicated willingness to consider adopting children with degrees of learning disabilities, emotional behavioral disorders, and physical disabilities, although the willing proportion decreased as the level of each disability's specified impact progressed from “mild” to “moderate” to “severe.” Most preferred, among 20 categories of available children's possible exposures and health diagnoses, were past abuse exposures versus diagnosed disabilities or enduring conditions. Possible explanations for these findings and their implications are explored and ideas for further research proposed.  相似文献

The disproportionate historical involvement of Jews in the political Left is well known. However, far less attention has been paid to the political and ideological factors which attracted Jews to the Left. This article attributes Jewish support for the Left to both class and ethnic considerations. Poverty and anti-Semitism influenced Jews to join a movement which promised to end capitalist and racial oppression. However, following the Holocaust and the creation of the State of Israel, many Jews lost their faith in universalisticsolutions, and switched their commitment from international to nationalist force. Nevertheless, lingering links between Jews and the Left continue to exist to this day.  相似文献

Conservative estimates suggest that 40% of working women and 15% of their male counterparts have experienced some form of sexual harassment; and law enforcement personnel are no exception. Police officers are expected to adhere to the highest ethical standards and are subjected to greater public scrutiny than civilians. With criminal and civil remedies readily available to deter police misconduct, police agencies should be establishing policies that take a strong, pro-active stance against sexual harassment in the workplace. Surprisingly, though, 34% of police agencies in this country are still without formal policies regulating such behavior. This article is a guide to the legislation and case law that regulates those behaviours. Recommendations for policy formulation and implementation also are included. sexual harassment in the workplace presents a clear and present danger to law enforcement agencies. A recent survey found that thirty-four percent of law enforcement agencies in the United States have yet to formulate a written sexual harassment policy.  相似文献
