Recent reports by ethnographic researchers and media sources suggest that many African American students view academic success as a form of “acting white,” and that peer pressure reduces their level of effort and performance. This article analyzes the National Education Longitudinal Study of 1988 to answer three questions: (1) do blacks experience greater alienation toward school than non-Hispanic whites?; (2) do blacks incur social penalties from their peers for succeeding academically?; and (3) if so, are these “achievement penalties” greater than those for whites? From 2004 to 2007, the Anglo–American alliance was at the heart of counter-narcotics policy-making in Afghanistan. Despite agreement on the broader direction of strategy, one issue generated significant diplomatic conflict: aerial eradication. The debate over its introduction was extremely controversial within both the Anglo–American alliance and the wider George W. Bush Administration, pitting the State Department and its Bureau of International Narcotics and Law Enforcement Affairs against the Pentagon and the British Foreign and Commonwealth Office. Both the Pentagon and British bitterly opposed its introduction fearing it would alienate the rural community and ultimately damage the coalition’s hearts and minds campaign. This analysis provides unique coverage of the fraught policy-making process, paying particular attention to how the British opposed aerial eradication, which included conspiring with the Pentagon in an attempt to defeat the policy. The awareness of the “planet in peril” has never been more acute in a South African context than today, when the imminent extraction of shale gas through the process of hydraulic fracturing (known as “fracking”) in the Karoo has gained traction in the public mind. At least two broad dimensions are involved. The first, based on the logic of petro-modernity and its profligate culture, is framed within a seductive, neoliberal narrative of industrial progress and economic development. The second is framed as outright resistance to the inevitable environmental damage caused by this petro-industrial venture. This study reflects on how literature might intervene in this bipolar debate. Alfred Jackson’s Manna in the Desert, Pauline Smith’s The Little Karoo, and Etienne van Heerden’s “Poison Karoo” employ the trope of water to stimulate an ethical vision. Materially, water is imagined in its apparent scarcity as a feature of the delicate ecosystem of the Karoo, a vast arid landscape of drudgery, where life forms compete for the limited resource. Allegorically, water signifies as safely concealed, subterranean abundance. The Karoo, possessing more than its external features account for, is a place of beauty and mystical presence where life is sustained and preserved. It is within these significations that the environmental and social repercussion of fracking is inflected. Literature can bridge the divide between the narrative of progress and the counternarrative of ecological consciousness by way of highlighting their contradictions. But it also complicates these contradictions by valorizing their ethical potentiality. 相似文献

There is no simple formula for religious peace in the United States, such as “separation of church andstate.” Instead, the US Constitution establishes two opposing principles -- religious freedom and civicinclusion -- that must be continually rebalanced. The legal result is a “serpentine wall” between church andstate that creates zones of cooperation as well as separation. Moreover, the relatively peaceful coexistence ofdiverse religious communities within the United States is due, not simply to the principles of the FirstAmendment, but also to the de-spatialized and de-ritualized character of American religion, and to the absence of explicitly confessional parties in the American polity. 相似文献

This article examines the post‐war dismantling of the Special Operations Executive (SOE) and amalgamation with the Secret Intelligence Service (SIS). Do electoral pressures provide an explanation for why governments offer pacts to unions and employers rather than acting through legislation when faced with the need to pass potentially unpopular reforms to welfare policies, wages, and labour markets? This article addresses that question by analysing whether governments’ pursuit of pacts affects their vote share and increases the probability that they gain re-election for 16 West European countries between 1980 and 2012. It is found that the presence of social pacts has a significant and positive effect on incumbents’ vote shares at the next election and also results in a higher probability of re-election. These results are conditioned by government type: While all types of governments benefit electorally from pacts, the electoral penalties from the pursuit of unilateral legislation on policy reforms harm single-party majorities the most, minority governments moderately, and coalition majorities the least. 相似文献

This paper uses multiple national datasets to examine the financial, structural, neighborhood, and tenant characteristics of 1–4 unit low-end rental properties, which house 44 percent of all poor renters in US cities. We investigate the feasibility of two strategies to stabilize these properties: (1) outsourcing property management, and (2) transferring bundles of properties to large owners to generate economies of scale, cash reserves, and lower financing costs. We find that approximately five percent of small affordable rental properties are stable, 65 percent are salvageable but at risk, and about 30 percent are not salvageable. For roughly 19 percent of the salvageable properties, a key problem is high vacancy rates, which could be addressed by professional tenant placement services.
