Soft tissue infections due to the group A Streptococcus are difficult to diagnose and rapidly fatal. They may present to the forensic pathologist as an "obscure autopsy". Death may occur within or outside the hospital and with or without a history of fulminant infection or predisposing factors. It is important for the pathologist to exclude this condition through awareness of its existence and by appropriate dissection with retention of materials for microbiological and histological examination.     

Imposing Procedural Constraints on State Administrative Agencies: An Empirical Investigation of Competing Explanations

Scholars have offered different explanations for administrative procedures. One general approach stresses the importance of normative theory as a determinant of institutional choice, while two other perspectives emphasize the interests and political influence of pressure groups and legislators. To test these models, this study uses comparative state data to predict the adoption of three types of administrative procedures-legislative rule review, procedural requirements opening up the rulemaking process to public participation, and economic impact analysis. The findings suggest that factors associated with the adoption of one kind of administrative requirement may not be associated with the use of others. The analysis also suggests that, while ideology, political culture, and party competition intermittently affect the adoption of particular administrative procedures, they do not always have the kinds of effects that are suggested by the traditional state policy making literature.     

The Reiterative Nature of Budget Reform: Is There Anything New in Federal Budgeting?

This article will attempt to demonstrate the limitations of budget reforms to bring about fundamental change in budget outcomes. In an effort to determine the extent to which these reforms have had any lasting effect, the author first discusses the history of federal budgeting since the advent of the executive budget in 1921. Second, the author reviews three reforms that are prominent in the U.S. Congress current budget debate—enacting fixed budget targets, granting the president increased power in the budget process through enacting a line item veto, or implementing a performance-based budget. Lastly, the author will cite the limitations of each to bring about lasting changes in budget outcomes or decision processes.     

Social Security and Third World Poverty: The Challenge to Policymakers

Although social security emerged in the industrial countries as a mechanism for alleviating and preventing poverty, it has had a negligible impact on the problem of poverty in the developing countries. Because of the high incidence of poverty in the Third World and the need for effective interventions, conventional social security policies should be critically reexamined. Reviewing previous attempts to formulate social security policies that focus on the poor, this paper challenges policymakers to identify innovative social security programs that address the poverty problem directly.
