‘Are We Still Running?’: Violent Migration to Violent Refuge

For most foreign nationals of African origin who lived in South Africa during 2008 and 2015, this period will be remembered with horror and fear. These were the years when South Africa’s growing culture of xenophobia matured into mass deadly violence. This violence has been widely reported in the press and is the subject of much scholarly engagement. The pre-migration life stories of many who take refuge in South Africa are laden with violence but such narratives are less well known and reported. The forces at home that propel migration are frequently excessively violent and traumatic. Once in South Africa, many migrants experience further violence and vulnerability in their places of refuge, as in 2008 and 2015. The violence fuelling migration and characterising refuge are thus tragic combinations of multiple forms of physical, symbolic and structural violence. In identifying repeated cycles of trauma, dehumanisation and vulnerability, this article discusses the pleas of migrants for better understanding, formal recognition and support from South African citizens and the government. Finally, the role of peace education, including healing interventions, for creating greater justice and harmony between foreign nationals and their host communities is discussed.     

Influences of Neighborhood Context,Individual History and Parenting Behavior on Recidivism Among Juvenile Offenders

This study examined the effects of neighborhood context on juvenile recidivism to determine if neighborhoods influence the likelihood of reoffending. Although a large body of literature exists regarding the impact of environmental factors on delinquency, very little is known about the effects of these factors on juvenile recidivism. The sample analyzed includes 7,061 delinquent male juveniles committed to community-based programs in Philadelphia, of which 74% are Black, 13% Hispanic, and 11% White. Since sample youths were nested in neighborhoods, a hierarchical generalized linear model was employed to predict recidivism across three general categories of recidivism offenses: drug, violent, and property. Results indicate that predictors vary across the types of offenses and that drug offending differs from property and violent offending. Neighborhood-level factors were found to influence drug offense recidivism, but were not significant predictors of violent offenses, property offenses, or an aggregated recidivism measure, despite contrary expectations. Implications stemming from the finding that neighborhood context influences only juvenile drug recidivism are discussed.     

Learning to Cooperate: Learning Networks and the Problem of Altruism

We explore how two populations learn to cooperate with each other in the absence of institutional support. Individuals play iterated prisoner's dilemmas with the other population, but learn about successful strategies from their own population. Our agent-based evolutionary models reconfirm that cooperation can emerge rapidly as long as payoffs provide a selective advantage for nice, retaliatory strategies like tit-for-tat, although attainable levels of cooperation are limited by the persistence of nonretaliatory altruists. Learning processes that adopt the current best response strategy do well only when initial conditions are very favorable to cooperation, while more adaptive learning processes can achieve high levels of cooperation under a wider range of initial conditions. When combined with adaptive learning, populations having larger, better connected learning relationships outperform populations with smaller, less connected ones. Clustered relationships can also enhance cooperation, particularly in these smaller, less connected populations.     

The Dynamics of Political Attention: Public Opinion and the Queen's Speech in the United Kingdom

This article represents the effect of public opinion on government attention in the form of an error-correction model where public opinion and policymaking attention coexist in a long-run equilibrium state that is subject to short-run corrections. The coexistence of policy-opinion responsiveness and punctuations in political attention is attributed to differences in theoretical conceptions of negative and positive feedback, differences in the use of time series and distributional methods, and differences in empirical responsiveness of government to public attention relative to responsiveness to public preferences. This analysis considers time-series data for the United Kingdom over the period between 1960 and 2001 on the content of the executive and legislative agenda presented at the start of each parliamentary session in the Queen's Speech coded according to the policy content framework of the U.S. Policy Agendas Project and a reconstituted public opinion dataset on Gallup's "most important problem" question. The results show short-run responsiveness of government attention to public opinion for macroeconomics, health, and labor and employment topics and long-run responsiveness for macroeconomics, health, labor and employment, education, law and order, housing, and defense .     

Instruments for Exploring Organizational Culture: A Review of the Literature

Organizational culture is widely considered to be one of the most significant factors in reforming and modernizing public administration and service delivery. This article documents the findings of a literature review of existing qualitative and quantitative instruments for the exploration of organizational culture. Seventy instruments are identified, of which 48 could be submitted to psychometric assessment. The majority of these are at a preliminary stage of development. The study's conclusion is that there is no ideal instrument for cultural exploration. The degree to which any measure is seen as "fit for purpose" depends on the particular reason for which it is to be used and the context within which it is to be applied.     

Consociationalism and its critics: Evidence from the historic Northern Ireland Assembly election 2007

Critics of consociational power-sharing institutional arrangements in deeply divided societies argue that such arrangements solidify the underlying conflict cleavage and render it all-important for party competition and voter behaviour. I find evidence to the contrary in the case of voter behaviour at the historic 2007 Assembly election in Northern Ireland. At least in the unionist bloc, I find the effective disappearance of the ethno-national conflict cleavage as a determinant of voter choice. This suggests that consociational arrangements have led to both inclusion and moderation, rather than polarisation and ‘ethnic outbidding’.
