Technology Transfer in European Regions: Introduction to the Special Issue

Regions can be considered as “regional innovation systems,” but the question of whether and to what extent technology transfer is taking place at this or other (e.g., national and global) levels remains empirical. The theme issue contains a number of case studies of “regional innovation systems” within the European Union. Other papers elaborate on the pros and cons of the systemic approach to the technology transfer processes involved, or make comparisons across regions. In this introduction, the editors discuss the relations between regional policies, technology and innovation policies, and the integration of these different aspects into (potentially regional) systems of innovation. Under what conditions can “technology transfer” be considered as a mechanism of integration at the regional level?     

Coordinating industrial modernization services: Impacts and insights from the U.S. Manufacturing Extension Partnership

This study examines how programs sponsored through the National Institute of Standards and Technology's Manufacturing Extension Partnership (MEP) have influenced the organization and delivery of industrial modernization services to small and medium-sized manufacturers in regions in the United States. The study found that increased service coordination has occurred and that this, in turn, has mostly improved the quality and comprehensiveness of assistance delivered to firms. But there are also some costs and drawbacks associated with multi-partner service delivery approaches. The study identifies and examines best practices that can help MEP centers increase the effectiveness of service coordination. This paper draws upon research supported by the U.S. Department of Commerce, National Institute of Standards and Technology under award 50SBNBC8305. Is less better?: Boot camp, regular probation and rearrest in North Carolina

Using official data, 331 boot camp participants and a stratified random sample of 369 regular probationers were tracked for rearrests over a threeyear period. Chisquare tests and logistic regression analysis indicate that participation in boot camp was significantly associated with rearrest for drug offenses, offenses categorized as “other,” and all types of offenses combined. Contrary to most prior research, which suggests that boot camp participation has no effect on subsequent criminal behavior, the results in this study indicate that participation in the boot camp program had a detrimental effect on its participants.     

Queer(y)ing Hannah Arendt,or what’s Hannah Arendt got to do with intersectionality?

Abstract

This article takes an unlikely approach to thinking about intersectionality theory. Exploring key concepts from the writings of Hannah Arendt, such as plurality, conscious pariah, and statelessness, alongside her embodied interrogation of anti-Semitism and the Jewish Question, it suggests a way to transgress the ordinary boundaries of the concepts of queer, international, and feminist and, conversely, to unbound the ordinary ways Arendt’s theories have been interpreted as less relevant, if not antithetical to, feminist, intersectional, and queer theories and politics.     

Animal rights is a social justice issue

The literature on social justice, and social justice movements themselves, routinely ignore nonhuman animals as legitimate subjects of social justice. Yet, as with other social justice movements, the contemporary animal liberation movement has as its focus the elimination of institutional and systemic domination and oppression. In this paper, I explicate the philosophical and theoretical foundations of the contemporary animal rights movement, and situate it within the framework of social justice. I argue that those committed to social justice – to minimizing violence, exploitation, domination, objectification, and oppression – are equally obligated to consider the interests of all sentient beings, not only those of human beings.     

Fatal Fentanyl Patch Misuse in a Hospitalized Patient with a Postmortem Increase in Fentanyl Blood Concentration

Opioid‐related mortality happens, even in healthcare settings. We describe serial postmortem fentanyl blood concentrations in a hospital inpatient who fatally abused transdermal fentanyl. This is a single‐patient case report. A 42‐year‐old man with lymphoma was started on transdermal fentanyl therapy while hospitalized for chronic abdominal pain. The patient was last seen awake 1.3 h prior to being found apneic and cyanotic. During the resuscitation attempt, a small square‐shaped film was removed from the patient's oropharynx. Femoral blood was collected 0.5 and 2 h postmortem, and the measured fentanyl concentration increased from 1.6 to 14 ng/mL. Study limitations include potential laboratory or collection errors and missing data. (i) Providers must be vigilant for signs of fentanyl patch abuse. (ii) Postmortem blood concentrations are not static postmortem, likely secondary to decreasing pH, increased aqueous solubility, and tissue redistribution, and are therefore unlikely to accurately represent antemortem blood concentrations.
