Kingpin strategies— the targeting of the top-levels of terrorist or drug trafficking organization hierarchies— has become a centerpiece of US and Mexican efforts to combat drug trafficking. This study addresses the unintended consequences of these strategies by assessing the impact of the arrest or deaths of Arellano Felix Organization leaders on kidnap and homicide levels from the late 1990’s to 2011. Based on the study, the arrest of important AFO “lieutenants” increased kidnap rates. Arrests or the deaths of organization “kingpins” did not result in increased homicides or kidnappings, if respected successors were ready to fill leadership vacuums. When leadership succession was in question, the arrest of “kingpins” did result in internecine conflict and thus increased homicide and kidnapping rates. Following internecine conflict, kidnap and homicide rates dropped, but not to pre-conflict levels. This is likely attributable to the use of kidnapping and homicide as a dispute resolution mechanism in the growing Tijuana consumer drug market. 相似文献

ABSTRACT The use of videoconferencing (VC) to conduct forensic mental health assessments (FMHA) is increasing. Yet, little is known about its acceptability among clinicians or legal professionals. In Study 1 (N?=?156), forensic evaluators were asked about their use of VC, reasons for its use, and opinions about the validity, usefulness, ethics, and legality of its use. An estimated one-third of evaluators have used VC in the past. Although evaluators overall expressed moderate concern over the ethics and legality of use, prior experience appeared to mitigate concerns. Younger practitioners were also more open to using VC. Reduced costs for courts was the most frequently endorsed benefit associated with VC, while restricted ability to administer psychological testing and potential technological problems were seen as the biggest disadvantages. In Study 2 (N?=?27), attorneys and judges were surveyed about frequency with which they encounter VC for FMHA and their perceptions about the validity of those assessments. Findings indicated legal personnel expressed rather negative views without having much first-hand experience of VC, including concerns about establishing rapport and technical difficulties. AbstractThe volume that we introduce breaks with the prevalent tendency in International Relations (IR) scholarship to treat rising powers (such as China, Russia, India and Brazil) as unitary actors in international politics. Although a neat demarcation of the domestic and international domains, on which the notion of unitary agency is premised, has always been a myth, these states’ uneven integration into the global political economy has eroded this perspective’s empirical purchase considerably. Instead, this collection advances the concept of ‘state transformation’ as a useful lens through which to examine rising power states’ foreign policymaking and implementation. State transformation refers to the pluralisation of cross-border state agency via contested and uneven processes of fragmentation, decentralisation and internationalisation of state apparatuses. The volume demonstrates the significance of state transformation processes for explaining some of these states’ most important foreign policy agendas, and outlines the implications for the wider field in IR. 相似文献

The role of parenting in child disruptive behaviors has received substantial support; however, the findings as to differential
effects of specific parenting behaviors (e.g., discipline) on boys’ and girls’ disruptive behavior problems have not been
consistent. The current study examined the individual, unique, and interactive relation of two types of ineffective discipline
(i.e., harsh & permissive) with child disruptive behavior for at-risk boys and girls separately. Participants were 160 parents
with 3- to 6-year-old at-risk children (47.5% girls). Findings revealed that higher levels of harsh discipline were related
to more intense disruptive behavior of both boys and girls, whereas higher levels of permissive discipline were related to
more intense disruptive behavior of only boys. Additionally, results indicated that harsh and permissive discipline did not

Purpose
Although the relationship between personality and antisocial behaviors has been widely examined and empirically supported in the psychological literature, relatively few efforts to study this relationship have appeared in mainstream criminology.Materials and methods
The current study focuses on the domains and facets from the Five-Factor Model of personality, and how they are related to antisocial and aggressive behaviors.Results
The meta-analytic findings indicate that the higher-order traits of Agreeableness, Conscientiousness, and Neuroticism demonstrate the most consistent relationships with these outcomes. At the lower-order trait level, straightforwardness, compliance, and altruism from Agreeableness, deliberation from Conscientiousness, angry hostility from Neuroticism, and warmth from Extraversion were among the strongest correlates.Conclusion
The findings are consistent with previous meta-analytic studies, thus providing compelling support for their utility in understanding antisocial and aggressive behavior. As such, they should be afforded greater theoretical and empirical attention within criminology. 相似文献879.

The Irish police (the Garda Síochána) have been exercising their law enforcement discretion to pursue a diversionary strategy for young offenders since at least 1953. Working in a street environment of low visibility they have managed to expand their traditional law enforcement function into territory more appropriately reserved for courts, social workers and probation officers. This article charts the development of this expansion and examines its current manifestation in the juvenile diversion programme. It argues that the welfare benefits for the young offenders are being purchased at the cost of due process rights, and that there is a need for more custom built accountability checks and balances to strike a better balance in the programme. 相似文献
