This paper considers a measure of the “publicness” of goods and services implicit in responses that individuals make when asked about public sector spending. At the limit, all consumers consume equal amounts of a public good. Thus any differences between an individual's self-interest preferences and public-interest preferences cannot be based on differential provision, but only on differences in the individual's public- and self-interest utility functions. If we rule out the latter, self-interest and public-interest preferences for a pure public good are identical. Using sample survey data it is possible to calibrate the public good content of different public goods.  相似文献

The incidence of alcohol and drugs in fatally injured drivers were determined in three Australian states; Victoria (VIC), New South Wales (NSW) and Western Australia (WA) for the period of 1990-1999. A total of 3398 driver fatalities were investigated which included 2609 car drivers, 650 motorcyclists and 139 truck drivers. Alcohol at or over 0.05 g/100ml (%) was present in 29.1% of all drivers. The highest prevalence was in car drivers (30.3%) and the lowest in truckers (8.6%). WA had the highest rate of alcohol presence of the three states (35.8%). Almost 10% of the cases involved both alcohol and drugs. Drugs (other than alcohol) were present in 26.7% of cases and psychotropic drugs in 23.5%. These drugs comprised cannabis (13.5%), opioids (4.9%), stimulants (4.1%), benzodiazepines (4.1%) and other psychotropic drugs (2.7%). 8.5% of all drivers tested positive for Delta(9)-tetrahydrocannabinol (THC) and the balance of cannabis positive drivers were positive to only the 11-nor-Delta(9)-tetrahydrocannabinol-9-carboxylic acid (carboxy-THC) metabolite. The range of THC blood concentrations in drivers was 0.1-228 ng/ml, with a median of 9 ng/ml. Opioids consisted mainly of morphine (n=84), codeine (n=89) and methadone (n=33), while stimulants consisted mainly of methamphetamine (n=51), MDMA (n=6), cocaine (n=5), and the ephedrines (n=61). The prevalence of drugs increased over the decade, particularly cannabis and opioids, while alcohol decreased. Cannabis had a larger prevalence in motorcyclists (22.2%), whereas stimulants had a much larger presence in truckers (23%).  相似文献

Mentally disordered patients may be said to have rights in two senses: negative rights to freedom from arbitrary detention or interference with their person; and positive rights to expect a certain minimum standard of service, be that in terms of treatment as an in-patient, or as a patient in the community. The Labour government has appointed a 'scoping group' to carry out a root-and-branch review of the Mental Health Act 1983. The 1983 Act was mainly concerned with in-patient treatment. The group is to look at the scope for introducing further compulsory powers in the community, enhancing the rights of carers and relatives, and is to take account of recent British and Strasbourg case law. The primary impact of the Convention on psychiatric patients has been in relation to protection against arbitrary detention under Article 5, unsoundness of mind being one of the permitted grounds of deprivation of liberty under Article 5(1)(e). This article explores the potential impact of Convention rights in developing what Gostin referred to in the early 1980s as a 'new legalism'. The new legalism linked concern for traditional rights to due process and review by the courts or other external bodies with the 'ideology of entitlement' to adequate treatment and services. The article outlines the current policy context of mental health services and looks at the development by the European Court of Human Rights of positive Convention rights to services out of Article 5, whose purpose seems at first sight to be the protection of due process rights. It examines the relevance of Convention rights to community powers.  相似文献

During the 1992 Parliament the Conservative Party lost its reputation for unity. The parliamentary party, said by some to be unusually rebellious, got the blame. This article places the levels of dissent in the division lobbies of the House of Commons in historical perspective, comparing the 1992 Parliament with those before. Contrary to received wisdom, Conservative MPs were not noticeably more rebellious after 1992. The article also considers the ideological and factional basis of the rebellions. Because the rebellions in Parliament focused almost exclusively on Europe, the party remained one of tendencies, albeit well-organised and cohesive tendencies, rather than factions; and the extent to which the rebellions cut across existing ideological cleavages has been overstated.  相似文献

Ministers in the Lords are an important and overlooked part of the British executive. This article examines who they are, what careers they have, and speculates about careers in a reformed upper chamber. It finds intra-party differences in the type of peer employed as ministers and in previous education but not (greatly) in previous occupation, concluding that ministers in the Lords remain part of a social élite. The effect of gender is also examined. It examines career paths, finding the development of an apprenticeship system and a glass ceiling which has led to recruitment problems for the Government. Labour's plans for reform, and the consequences for executive recruitment, are also considered.  相似文献

An endogenous model of constitutional changes and economic growth links the temporal decline in private market returns when technology is constant with the returns to rule changes realized in a political market. There is a steady state constitutional setting in which all rule changes have been incorporated that is analytically equivalent to the neoclassical steady state. As in the neoclassical model, private-sector technological progress postpones the steady state. To the extent the original constitutional setting promotes innovation, the evolutionary process toward the steady state is delayed. The model yields a theory of revolution based on forces leading to the adoption of inefficient changes in the constitutional setting.  相似文献
