The authors evaluate the consequences of incomplete necroscopic examinations wherein it was impossible to apply radiological resources to locate firearm projectiles. The study includes 8185 reports from the Instituto Médico-Legal Afranio Peixoto in Rio de Janeiro, Brazil, representing the totality of corpses processed from January to December 2001; of these, 3122 were gunshot victims, 309 of which were buried with unremoved projectiles, being liable to future judicial reappraisal. During the same period, there were 23 exhumation requests by police authorities, 12 of them querying the existence of projectiles. The authors looked into the formal reasons assumed by the medico legal experts to conclude their reports from incomplete examinations, and suggest that gunshot necroscopic examinations should follow specific protocols, as incomplete autopsies will require further exhumations, at unnecessary additional costs.  相似文献

The occurrence of two null alleles for the same individual was suspected because of the discrepancy at two loci (vWA and THO1) between genotypes characterized by the mean of two different commercial kits. Reanalysis of the samples indicated there was no null allele, and that this abnormality was indeed related to an automatic laser power shutdown. The laser power supply was set to a value (6.4V) too close to the automatic shutdown threshold (6.0V). The alleles were undetected because of the absence of emission at the time of migration of the two alleles through the detection device. However, since no alarm is triggered in such an event, the users should monitor their laser power supply values.  相似文献

A 30-year-old man was admitted with chest trauma after a road traffic accident. The patient was paraplegic and suffered from transient monoparesia of the left arm. The chest X-ray revealed a severe right tension pneumothorax and thoracic spine fractures. Emergency right thoracic drainage was carried out followed by angiography. Unfortunately the patient died and an autopsy was not permitted. Consequently post-mortem multi-slice computed tomography (MSCT) was performed, revealing presence of air inside the right cerebral arteries, bilateral pneumothorax accompanied by a severe right tension pneumothorax, bilateral haematic pleural effusion, pneumomediastinum and bilateral lung contusions. Air was also observed within the right coronary artery, ascending aorta and right ventricle. Thoracic and cervical spinal epidural emphysema were diagnosed. Venous air embolism followed by arterial air embolism producing paradoxical embolism was diagnosed. To the best of our knowledge, this is the first case illustrating by post-mortem MSCT such simultaneous complications after chest trauma as spinal epidural emphysema and cerebral and coronary air embolism.  相似文献

This article looks at framing strategies behind the recent Canadian Conservative government’s rhetoric on the military. Critics argue that Conservative rhetoric has politicised Canadian history and overemphasised the armed forces. Few scholars, however, have looked at the specific forms this rhetoric took and the strategies it suggested. The article presents the results of a systematic analysis of Conservative rhetoric between 2005 and 2015. It argues that three key frame alignment strategies were at the heart of the Conservative Government’s rhetoric: extension, consolidation and transformation, with truly transformative rhetoric transpiring only in the last phase. While agreeing with critics that this emphasis on the military aimed to alter perceptions of Canadian identity, the article shows that Conservative rhetoric was far from and monolithic.  相似文献

This research tests whether the effects of assessments of presidential performance on the senate voting decision are largest for out-party incumbents and smaller for out-party incumbents and candidates in open-seat contests, a pattern suggested by the restricted in-party culpability thesis. Analysis of data from the 1988–1990–1992 Pooled Senate Election Study reveals that the effects of appraisals of presidential performance are greatest in open-seat contests and those with in-party incumbents, contrary to the restricted in-party culpability thesis. For incumbents of the out-party and candidates in open-seat contests, the effects of assessments of presidential performance are principally a function of the competitiveness of the contest. Assessments of presidential performance shape the voting decision in contests with in-party incumbents regardless of the level of electoral competitiveness.  相似文献

From 1988 to 1997, all French prime ministers launched administrative reform programs with numerous concerns for increasing efficiency, strengthening responsiveness, or redesigning political and administrative roles within the state. However, these initiatives have never led to radical and disruptive changes. The institutional legacy seems to have strongly constrained the politics of administration. What, then, is the meaning of launching administrative reforms within the French political power configuration, and how does it “fit” with the way leaders try to establish their political authority? This article provides two empirical studies of different prime ministers (Michel Rocard under the Mitterrand presidency and Alain Jupp under the Chirac presidency) that can explain the nature of the French governments' commitments to these issues. It argues that understanding administrative reforms requires a mixture of institutional and actor‐centered explanations, because these policies are really leadership challenges to the preexisting institutional order. As such, they are reflexively shaped or constrained by what they try to control and define. This paper shows that for a French prime minister to define the administration as a problem while building his own leadership can jeopardize the resources he will get from that same bureaucratic administrative system. This “power‐reform dilemma” may explain why administrative reforms have proven more politically effective as an instrument of order‐affirming impulses rather than as a disruptive strategy.  相似文献

This is a revised version of a talk I gave on 25 August 2009 to the Department of Government at Uppsala University when I received the Johan Skytte Prize. In it, I make a number of assertions about contemporary politics and those who currently practice the discipline of political science that I am convinced are correct, but have not documented with proper references. This will not please hardcore positivists, but either there exist no apposite quantitative sources of proof or the observations seem (to me) to be so qualitatively obvious as not to merit confirmation.
