When and why are cabinet ministers forced out of office? We argue that ministerial resignations cannot be understood as mechanistic consequences of serious personal or departmental errors as the classical responsibility hypothesis implies. Rather, they follow a systematic political logic. Cabinet ministers have to resign whenever the prime minister perceives the political costs of a minister staying in office to be higher than the benefits of keeping the status quo. We test this argument with resignation events in Germany in the period 1969 to 2005. Based on detailed data collection, we find 111 resignation events, i.e. serious public discussions about a cabinet minister's future, 14 of which ended in resignation. These data are analysed employing statistical as well as Qualitative Comparative Analysis based on Boolean algebra to detect patterns of ministerial resignations. 相似文献

We analyse how forced displacements caused by violent conflict are related to the wages of workers in Colombia. Using data from the Quality of Life Survey (2011–2014), we analyse the differences in wages between those forced by violence to move to other regions, and those who moved for other reasons. We apply Propensity Score Matching techniques to compare workers from the two groups, finding that forced displacement is related to decreases of between 10 and 29 per cent in the wages of males, and between 18 and 37 per cent in the wages of females, relative to their counterparts. Historically, Disarmament, Demobilization, and Reinsertion (DDR) has provided a useful means to terminate conflicts. Since being catapulted to office in August 2002 with 53 percent of the vote of 46.45 percent of the voters, 1 Colombian President Álvaro Uribe has vigorously pursued a demobilization program, both individual and collective. Abstract The study described in this article consisted of a survey that was conducted among a sample of South African political institutions and organisations, and that was aimed at investigating their views and perceptions with regard to the use of the Internet. The main research question posed by the current study was: What are the views of politically orientated institutions in South Africa on their use the Internet, and what are their perceptions on how the Internet could impact on democratic processes in the country? The aim of this exploratory research study was to obtain information that could cast light on the issue of how likely it was that the Internet would contribute to a deliberative democracy in South Africa. The survey revealed that the Internet was perceived to have a significant role to play with regard to political and democracy issues in South Africa. However, if certain problems (the lack of access, the lack of basic and computer literacy, and the lack of training) were not adequately addressed by means of an integrated government Internet strategy, the ability of the Internet to impact positively on democracy in South Africa would be very limited. 相似文献

Abstract The aim of this article is to provide a critical evaluation of the Downs-Hazen instrument (Communication Satisfaction Questionnaire) (CSQ) by applying it to the measurement of employee communication satisfaction at a private higher education institution in South Africa. Three communication satisfaction dimensions, consisting of eight constructs, were measured. The results indicated that although employees are satisfied with their relationship with superiors, a need exists for improved communication on the psychological atmosphere in the organisation; the information employees receive about their immediate work environments, meetings and written directives; horizontal and informal communication that is accurate and free flowing; information about the organisation as a whole; as well as the way in which employees are being judged and appraised. A final conclusion is that the Downs-Hazen CSQ is still applicable even though it was first developed almost 30 years ago. Furthermore, the adjustments to items in this study did not affect the reliability of the adapted questionnaire. 相似文献

Forensic determination of hair deposition time in crime scenes using electron paramagnetic resonance

Several types of biological samples, including hair strands, are found at crime scenes. Apart from the identification of the value and the contributor of the probative evidence, it is important to prove that the time of shedding of hair belonging to a suspect or victim matches the crime window. To this end, to estimate the ex vivo aging of hair, we evaluated time‐dependent changes in melanin‐derived free radicals in blond, brown, and black hairs by using electron paramagnetic resonance spectroscopy (EPR). Hair strands aged under controlled conditions (humidity 40%, temperature 20–22°C, indirect light, with 12/12 hour of light/darkness cycles) showed a time‐dependent decay of melanin‐derived radicals. The half‐life of eumelanin‐derived radicals in hair under our experimental settings was estimated at 22 ± 2 days whereas that of pheomelanin was about 2 days suggesting better stabilization of unpaired electrons by eumelanin. Taken together, this study provides a reference for future forensic studies on determination of degradation of shed hair in a crime scene by following eumelanin radicals by utilizing the non‐invasive, non‐destructive, and highly specific EPR technique. 相似文献
