Data sharing adds considerable value to interagency programs that seek to tackle complex social problems. Yet data sharing is not easily enacted either technically or as a governance practice, especially considering the multiple forms of risk involved. This article presents insights from a successful data sharing project in a major region in east coast Australia involving a federally funded research partnership between two universities and a number of human services agencies. The Spatial Data Analysis Project sought to establish a community of practice for devising data sharing protocols and embedding data sharing into agency practices. Close dialogue between the project partners and mobilizing the authority of extant regulatory and legal frameworks proved effective in confronting risks and barriers. The article reveals effective practices for data sharing and derives lessons for other policy and governance contexts. 相似文献

For nearly the last 20 years, the government of President Museveniin Uganda has been battling the Lord's Resistance Army (LRA)insurgency in northern Uganda. The conflict has been describedas one of the worst humanitarian crises in the world. Havingfailed to end the conflict militarily, the government of Ugandainvited the International Criminal Court (ICC) to investigatethe activities of the LRA with a view to prosecuting the rebelleaders, who are responsible for the most egregious human rightsabuses that have been perpetrated in this conflict. The ICCinvestigation has resulted in the indictment of the LRA's fivemost senior leaders. This article examines various forms of “new terrorism,” specifically the structure of “leaderless resistance,” in connection with Robert Michels’ idea of the “iron law of oligarchy.” It is usually argued that “leaderless resistance” movements lack some of the typical obstacles of terrorist (and other) organizations, given their non-hierarchical and comparatively fluid natures. However, a new form of oligarchy develops in this type of movement, located in the propagation of key ideological concepts/arguments/symbols, the assigning of target preferences, and the elevation or demotion of others within the movement broadly. Rather than oligarchy forming via the material assets of organizations, an “ideational” oligarchy is created that shapes the goals of leaderless resistance movements: those leaders who are already established, and who control the means of communicating the movement's ideas to the widest audience, will impede the growth of groups and individuals within the movement that attempt to supplant their role. This article will use the examples of certain eco-terror groups (the Animal Liberation Front and the Earth Liberation Front) to explicate this development. 相似文献
