Mediators or partners? Practitioner perspectives on partnership

Partnership has become a key word in the jargon of international development. This article presents the results of research into the perspectives of Cambodian and Filipino NGO workers on their funding relationships. Largely confirming the negative literature about partnership, practitioners generally expressed a view that their relationships with funders are not consistent with the rhetoric of power sharing and collaboration that often accompanies discussions of the subject. In spite of this, practitioners articulated a desire for collaborative relationships with Northern organisations, ideally with a greater focus on the local context and personal relationships. Practitioners believe that an important part of their role is mediating development in order to make it more relevant and responsive.     

The Dove Flies East: Whitehall, Warsaw and the 1950 World Peace Congress

In 1950 the Cold War turned hot in Korea, the threat of atomic annihilation hovered menacingly and the spectre of another world war haunted Europe. The establishment of the World Peace Council that year was one response to these fears. In November 1950 the Council decided to hold a World Peace Congress in Sheffield. The British Labour government sabotaged this Congress and forced it to shift to Warsaw. This article analyses this event which, to date, has received no scholarly attention. It argues that the attitudes and actions of the protagonists were a microcosm of the Cold War in that each side, East and West, saw the Congress as an opportunity to achieve moral authority, political leverage and strategic advantage over the other. The article also highlights the role of the state in controlling major political events during the Cold War.     

Smoke screen: A theoretical framework

We develop a theory of smoke screening (ambiguity) as a means of maximizing political support when the voters' evaluation of a candidate depends on the quality of information they receive, on their ability to obtain and process relevant information and finally on the candidate's popularity (goodness of reputation). We show that the more favorable a candidate's standing relative to his competence the greater the incentive to milk good reputation by generating smoke screens; and that the more “savvy” (educated, knowledgeable, involved etc.) the public the lower the amount of smoke screening activities undertaken.     

Perceived parental authority: Reasonable and unreasonable

A questionnaire study of 844 teenagers from four midwestern high schools focused on phenomena associated with their perceptions of which parent was the real boss and of how reasonable this boss was in dealing with the adolescent. Father was perceived to be the family authority about three times more often than was mother, although sons tended to see father as boss more often than did daughters, who tended to see mother as boss more often than did sons. Paternal and maternal authorities did not differ in perceived reasonableness. When either mother or father was perceived as a reasonable authority, the teenagers saw mother as highly involved, objective, and as enjoying life. Perception of high reasonableness in paternal authority was associated with the perception of father as involved, objective, enjoying life, and as not rigorous in his expectations for the child's compliance and achievement.
