Research demonstrates that some government agencies are more accomplished than others when it comes to e-government. More generally, various scholars suggest that e-government is moving forward at a relatively slow pace, especially in relation to the sophistication of government Web sites. With these issues in mind, this research utilized interviews with state public utility commission staff members to explore their agencies' experiences with staffing, funding, coordinating, and prioritizing their e-government efforts, particularly their Web site activities. Assessing such efforts in both quantitative and qualitative terms, this research found that a mix of various factors, including financial resources, knowledgeable staff, and administrative oversight, related to better performance. Moreover, although public utility commissions have a clear mission to serve both consumers and regulated utilities, this research indicates that the commissions are focusing more of their e-government efforts on industry rather than citizens. 相似文献

Mediation as a response to domestic abuse would seem a promising direction in curbing domestic battering among offenders with
a low stake in conformity. This study compares the effects of mediation verses arrest on two general types of domestic abusers;
one category with a high school education or above and is presently employed, while the other category comprising individuals
with less than a high school education and are currently unemployed. Pooled data from three of the original group of six Minneapolis
Domestic Violence Project cities are used in this study. The findings show unemployed Blacks with less than a high school
education who were mediated were significantly less likely to have re-offended within six months than unemployed non-Blacks
similarly mediated with less than a high school education. Also, unemployed Blacks with less than a high school education
not mediated were significantly more likely to re-offend than unemployed non-Blacks with less than a high school education
and not mediated. Finally, among those in the sample unemployed with less than a high school education and mediated were significantly
less likely to re-offend compared to those not mediated. The findings are consistent with seeing mediation as a viable police

This study explores the potential that current efforts to limit access to firearms for individuals with serious mental illness (SMI) have for reducing overall rates of murder by firearm in the United States. Official arrest, court and health records provided data on personal and offense characteristics of 95 individuals with SMI and 423 without, all of whom had been convicted of murder in the State of Indiana between 1990 and 2002. Bivariate analyses examined differences between the two groups and logistic regression models examined the relationship between SMI and offense characteristics. Compared to those without, a relatively small proportion of convicted murderers had a diagnosis indicating SMI. The presence of SMI was associated with reduced likelihood of targeting a stranger and was not associated with having multiple-victims or firearm use. Focusing on access to firearms exclusively by individuals with SMI will have little impact on multiple-victim or firearm-related homicides. 相似文献

In the wake of the demise of communism and the advent of the 1990–1991 Gulf War, there is concern among some Western elites about a possible Islamic challenge to the prevailing international order. This paper explores the validity of that concern by looking at patterns of interaction and the notion of foreign‐policy change in four countries in the Muslim world—Iran, Egypt, Algeria, and Indonesia, as well as some developments in the larger Muslim world. Juxtaposing social change on foreign policy, the article postulates that economic realism is the definitive force in the international relations of these states; “militant Islam” is more a tool of radical diplomacy than a manifestation of transnationalism; and ties between states in the Muslim world display a regional regime‐style orientation. Domestic Islamization is found to be a force, which, overall, is contributing to accountability and, therefore, rationalization in the foreign‐policy realm. 相似文献
