Food security is political. The identification of food insecurity and the development and implementation of responses to it are enveloped in layers of politics and power. This politics might not be as readily apparent in emergency situations where broad agreement on the need for a response is evident. But in the everyday governance of food it must not be forgotten that food security is a contested concept. This article offers a preliminary elucidation of this politics in the Central African context. To do so it presents findings from an analysis of publicly available information and media reports. This analysis hones in on the perspectives of differently situated stakeholders on food security imperatives in the Central African Economic and Monetary Community. To identify similarities and differences in the levels of emphasis different stakeholders place on different aspects of food security, the authors employ Olivier De Schutter's understanding of the relevant dimensions. Specific terms used in the presentation of food security information are associated with one of the three dimensions of food security advanced by De Schutter: availability, accessibility and adequacy. In light of this analytic approach, the article finds that stakeholders – including businesses, civil society groups, governments and multilateral and bilateral partners – do not necessarily articulate similar viewpoints on food security. There is simply no unified view on what should be done to advance food security in Cameroon, Central African Republic, Chad, Congo-Brazzaville, Equatorial Guinea or Gabon. The measures of democracy commonly used in empirical research suffer notable limitations, primarily the exclusion of participation. As a result, quantitative studies may undervalue the effect of democracy on important social outcomes or misinterpret the aspect of democracy responsible for that effect. We respond by introducing and validating two variants of a new indicator, the Participation Enhanced Polity Score (PEPS), which augments institutional factors with the breadth of citizen participation. We demonstrate, using statistical evidence on democratic persistence, basic needs fulfillment, and gender equality, that no measure of democracy can be considered an accurate representation of its basic character without directly including participation as a core component. This article attempts to explain why, despite nearly identical cultural and economic landscapes and the potentially homogenizing pressures of globalization, social policies differ in Ghana and Côte d’Ivoire, two neighboring countries in West Africa. In Ghana, the government has generally attempted to strengthen the informal social welfare systems of the extended family and community through a more decentralized social policy, whereas the government in Côte d'Ivoire has tried to replace these informal social networks with the centralized arm of the bureaucracy. The article shows how different legacies of colonial rule produce these divergent social policies in a complex and iterative process over time. While domestic institutions do mediate the effects of globalization, the domestic factors highlighted in this article are not the formal political institutions cited in most studies. Rather, the analysis reveals the critical role of informal institutions, or normative frameworks, that existed under colonial rule and continue to endure in the post-colonial state. The article also contributes to current theories of institutions by showing how formal and informal institutions dynamically interact in the construction of the state and the African family.  相似文献

ABSTRACT

We examined the tendency for high status children to bully their classmates. Children liked by peers only (LPO), liked by teachers only (LTO), liked by both (Both), liked by neither (Neither), and children with average peer and teacher liking (Average) were compared on self-, teacher-, and peer-reported bullying. Participants were 676 fourth-grade children (50.7% girls). Children in the Neither group evinced the highest level of bullying, which increased significantly from fall to spring. We found little evidence that children in the Both group differed from other groups or that their bullying increased over time. Self-reported physical bullying increased for boys in the LPO and Average groups and for girls in the LTO and Neither groups. Gender-specific findings have implications for researchers and practitioners.  相似文献

It is well documented that most trauma survivors recover from adversity and only a number of them go on to develop posttraumatic stress disorder (PTSD). In addition, survivors of interpersonal trauma (IPT) appear to be at heightened risk for developing PTSD in comparison to survivors of noninterpersonal trauma (NIPT). Despite a robust association between IPT exposure and attachment disruptions, there is a dearth of research examining the role of attachment-related processes implicated in predicting PTSD. Using a sample of college undergraduates exposed to IPT and NIPT, this study explores the mediating effect of self-worth in the relationship between attachment and PTSD. It is hypothesized that insecure attachment will be related to posttraumatic symptomatology via a reduced sense of self-worth in IPT survivors but not in NIPT survivors. Mediation analyses provide support for this hypothesis, suggesting the importance of considering negative cognitions about the self in therapeutic interventions, particularly those offered to IPT survivors.  相似文献

Parenting coordination for families struggling with severe conflict can be challenging for both the family and the parenting coordinator (PC). These families can put an inordinate strain on the PC as they lobby their positions and try to bias the PC against the other parent. The interdisciplinary dual‐PC model is an innovative approach using aspects of the collaborative practice model to enhance the efficacy of the process while utilizing the strengths of both disciplines. Through a case illustration, the identification of the family dynamics and situations that give rise to use of this approach shall become clear. This article also demonstrates the potential benefits to both the family and the PCs. All aspects synthesize into a cohesive, well‐balanced approach to the uber‐conflicted parenting relationships.  相似文献

Most studies of third-party perceptions of intimate partner violence focus on heterosexual relationships and report that male-to-female aggression is perceived more negatively than female-to-male. Since gender of aggressor and gender of victim are consistently confounded in these portrayals, it is not clear whether the gender of the aggressor or the gender of the victim accounts for the effect. The present research manipulated gender of perpetrator and victim to unravel this confound. Two hundred and fifty one participants (166 females) read scenarios involving psychological or physical aggression between two males, two females, or a male and a female. Participants reported their perceptions of the encounter and the character and emotional reactions of the individual couple members. Physical aggression was evaluated more negatively than psychological aggression. Participants evaluated the encounter and the perpetrator and victim in a manner consistent with stereotypical gender roles, revealing more concern for female than male victims and greater denigration of male than female perpetrators. These results have implications for programs aimed at the reduction of intimate partner violence and the services and programs developed for perpetrators and victims.  相似文献

In recent years, universities have seen an increasing amount of activity in entrepreneurship and commercialization, not only for students, but for faculty as well. Traditionally, these initiatives have been separate, such that programs and curriculum have been focused on supporting just students or just faculty. In 2012, the National Science Foundation (NSF) launched the NSF I-Corps? program, an innovative funding program that not only offered principle investigators (PIs) funding, but also exposed PIs to an innovation/entrepreneurship curriculum as well. The University of Michigan (U-M) was one of the first two NSF I-Corps? Nodes funded in 2012 and has leveraged the program to catalyze the entrepreneurial ecosystem. This paper describes the growth of this entrepreneurial ecosystem since 1983, the call of entrepreneurship in the U-M College of Engineering and describes the role the U-M NSF I-Corps? program has played across the university. The paper concludes with lessons learned and recommendations to administrators and policy makers considering more active promotion of academic entrepreneurship and commercialization in universities.  相似文献

This paper examines the consequences for equity of different patterns of non-state social welfare provision, specifically the informal institutions of reciprocity among families, friends, and village neighbors in rural West Africa. Based on over 18 months of fieldwork in similar regions on either side of the Ghana-Cote d’Ivoire border, this paper challenges many existing assumptions in the literature, revealing that the informal institutions of reciprocity were not only less vibrant overall, but also differed strikingly in terms of who was helping who and how in particular localities. The paper argues that the informal institutions of reciprocity were more exhausted in the Ghanaian villages and more exclusive in the Ivoirian ones. The study highlights that the informal system of non-state social welfare provided by the family, friends, and neighborhood did not simply expand to fill the functional gaps left by the neoliberal retrenchment of the state. The paper concludes that when policies are designed based on an overly romanticized image of kinship and communal reciprocity in Africa, it is the very poor that increasingly fall through the gaps of the state and non-state system of social welfare.  相似文献
