How online insourcing might improve EU policy development—the view from inside the European Commission

Perhaps policy‐makers are not the most progressive of actors when it comes to incorporating online technologies in their everyday workflow, but they are certainly not dismissive of the Internet and its potential for policy‐making (e.g. European Commission, 2011 , 2012 ). Could online insourcing, for example, be a way to improve the quality of new legislation? This article presents the current view from the European Commission (‘EC’). We have found that many of its Directorates‐General (‘DG’) are actively investigating into the possibilities of insourcing more and better policy contributors at the pre‐legislative stage, by means of online technology. Social Media and Value Conflicts: An Explorative Study of the Dutch Police

The use of social media produces new value conflicts in public governance. The police force is a public organization directly confronted with these changes. However, there is no systematic understanding of these conflicts in daily police practice or of the coping strategies used. This article presents an explorative understanding of the value conflicts and coping strategies within the police force by combining the literature on social media use in the public sector and the literature on value conflicts and by conducting a case study within the Dutch police. The empirical findings show, first, a growing emphasis on conflicts related to the values that are strongly embedded in social media use—specifically, conflicts between efficiency and participation and between transparency and lawfulness. Second, although dynamic coping strategies were expected, the research reveals that the police often use a conservative coping strategy to deal with these rapid changes.     

Citizen support for European Union membership: the role of socialisation experiences

The article explores whether European Union membership has a socialisation effect on citizens’ attitudes towards their country’s membership of the EU. Using a sample of 15 Western European countries, it is shown that this is the case. First, evidence is provided of a positive lifelong socialisation effect: citizen support for their country’s membership of the EU increases with years spent living in an EU member state. Second, it is shown that those who joined the EU during their formative years are less supportive of the EU, whilst those who spent their formative years in a non-democracy are more positive about EU membership. The size of these effects is very small in comparison to that found for the lifelong socialisation effect, suggesting that the lifelong socialisation process of continued EU membership is much more important for EU attitudes. This study offers new insights into the formation of EU attitudes.     

Tinker, Tailor, Policy-maker ... ... ... The Wider Context of Prosecution Service Work

This article explores the wider ambit of prosecutorial work outside classic criminal proceedings in 11 European criminal justice systems. It provides an overview of the roles a prosecutor is expected to play, e.g. whether a contribution to national or local crime prevention policy or to act in victim’s interest is expected. It further provides detail as to the setting within which prosecutors work, describing in how far they are politically accountable and/or subject to orders in their daily work.
