We analyzed a case of paternity dispute with 15 autosomal STR loci and found a mismatch in one of the alleles of the locus D21S11 in the child. The composition of the alleles of this locus in the mother, suspicious father, and child were 29/32, 29/29, and 29/30, respectively. The combined paternity index (2.4 x 10(10)) and paternity probability (0.9999) suggest that the suspicious father is the biological father of the child. Further analysis of 6 Y chromosome STR loci revealed matching of all the Y chromosomal alleles of the child with that of the suspicious father. Since there was a perfect match of all the paternal alleles inherited (15 autosomal and 6 Y chromosomal) in the child with that of the suspicious father except the allele D21S11, it is suggested that this might be a case of mutation. Cloning and sequencing of all the alleles of the locus D21S11 of the suspicious father, mother, and the child helped in determining that the suspicious father contributed the mutated allele. 相似文献

The need of translating increasing outlays into better outcomes on various public programmes has attracted the attention of researchers worldwide to focus more on the quality of public spending, often assessed in terms of its efficiency. The present article is a contribution to the existing literature on the subject in that it assesses the efficiency of government expenditure of Indian states for two most basic social services—elementary education and nutrition during 2014–2015 and 2018–2019 using data envelopment analysis and Malmquist productivity index techniques, in both input-oriented as well as output-oriented settings under variable returns to scale assumption; it constructs the average performance index for children at elementary education and malnutrition index for women and children to utilise them as output indicators; and it adopts a robust bootstrap truncated regression procedure to avoid various econometric issues while estimating the impact of selected environmental factors on bias-corrected inefficiency scores. The major findings of this article seem to suggest that, while states should be provided greater flexibility in their fiscal operations, they have to complement their fiscal autonomy with good governance to improve the efficiency of their spending on basic social services. Towards this end, states like Bihar, Jharkhand and those belonging to North-Eastern and Himalayan regions need special attention with a different set of development policies. 相似文献

The present study aims to explore the perceived role of the government during this pandemic situation. The study, through the perception of general masses examine the government's role during the COVID-19 pandemic. It is believed that this is the first empirical study conducted on this issue. The study was conducted on general masses in the northern part of India. The data was collected from two states, namely, Punjab and Himachal Pradesh having different geographical and cultural base. It confirms preventive and supportive role of the government during this pandemic. The study provides a validated scale for future research on the issue under investigation. The results of this study obtained through newly validated scale can be generalised for evaluating the real performance of the government during this pandemic. The discourse on domestic violence has steadily moved from solely the realm of private family affairs into the institutional domain, through changing perceptions and the enactment and enforcement of laws. This article aims to understand how women approach institutions and how institutions perceive, translate, and respond to complaints within human rights discourses. The study analysed all cases registered in a family counselling centre in Rajasthan, India, with ten cases then randomly selected for in-depth interviews. This paper advances a deflationary interpretation of populism, Donald Trump and the United States Constitution. It accepts that Trump utilizes a populist pose but rejects populism as too reductive for understanding his ascension and constitutional challenge. First, it argues that, although he merits the designation, Trump reveals more about populism than populism does about him. Trump illustrates populism’s conceptual elasticity, but employing it as a frame to understand him imposes coherence upon a figure whose monetized politics are chaotic, shallow and unanchored by principle. Second, populism provides a necessary but insufficient condition for critically explaining Trump’s ascension, either in terms of electoral populism or populism in power. Third, while democratic deconsolidation under Trump’s presidency cannot be discounted, the Constitution remains resilient in most important respects. A dispassionate constitutional sociology counsels a deflationary understanding rather than an uncritical alarmism that too frequently reproduces and reinforces the darker aspects of Trump’s populist political logic. 相似文献

We argue that there are strong reasons to believe that continuous competitive, multiparty elections produce different growth
dynamics than first competitive elections. We test this conjecture by looking at the effects of competitive elections and
their endurance on growth rates in African countries from 1970 to 2001. We find that initial competitive elections do not
offer a growth dividend over having no elections at all, although noncompetitive elections may result in a growth penalty.
However, over time, countries that hold competitive elections slowly begin outperforming those without them—especially those
that hold noncompetitive elections. Africa’s poor growth experience may therefore be related less to an unwillingness to experiment
with democracy, than to an inability to consolidate democratic reforms once in place.

Equine plasma and urine samples were analyzed by using a high-performance liquid chromatography (HPLC), enzyme-linked immunosorbent assay (ELISA) and particle concentration fluorescence assay (PCFIA). Although ELISA and PCFIA were rapid, simple and sensitive for the screening of furosemide, they did not give reproducible quantitative results. The HPLC method, which required relatively longer analysis time, provided simple and reproducible quantitative analysis of furosemide in plasma and urine. The performance of the three methods was compared for the quantitation of furosemide in plasma obtained from thoroughbred mares dosed intravenously with furosemide (500 micrograms/kg (n = 7) and 1.0 mg/kg (n = 5)). Although the plasma furosemide profiles determined by ELISA, PCFIA and HPLC were similar, ELISA and PCFIA methods exhibited considerable variation in values. At high furosemide concentrations, the PCFIA method gave better quantitative values than ELISA. However, at trace furosemide concentrations the PCFIA method gave false positive values which were not confirmed by HPLC or ELISA. The pharmacokinetic values obtained from the HPLC data and the pharmacokinetic values obtained previously from the gas chromatographic data were comparable.
