Research on executive‐legislative relations in Latin America has focused on the impact of minority presidents and multiparty legislatures on legislative productivity. But an additional deadlock scenario, the blocking of a majority president by a minority through filibustering, has been understudied. This article analyzes filibustering in Costa Rica and explains the legislative paralysis in the wake of the nation's transition to a multiparty system in 2002. Legislative paralysis is seen as a product of the interaction between increased legislative fragmentation and polarization and the legislature's preexisting rules of procedure, which enable legislators easily to block bills they oppose, even when those bills are supported by supermajorities. This argument is tested through a comparison of major economic reforms in the 2000s to the reforms tackled in the 1990s. The role of filibustering, well acknowledged in U.S. politics, should also be studied in comparative politics.  相似文献

Contrary to the predictions of “power sharing” to mitigate ethnic conflicts, multicultural rights recognition can actually increase the frequency of local postelectoral mobilizations. This article demonstrates that the adoption of an ethnic rights regime for electing local government representatives may actually increase conflict if these multicultural laws are not carefully circumscribed to avoid violating human rights. Focusing on the 1995 multicultural rights reforms in Oaxaca, it presents evidence that legal changes purportedly implemented to recognize indigenous rights actually increased postelectoral disputes due to conflicts between county seat communities and peripheral population hamlets over access to funding by the central government. Based on this finding, the article addresses normative implications of “power‐sharing” multiculturalism, recommending that multicultural laws be implemented only together with legal mechanisms to solve postelectoral disputes.  相似文献

This paper analyses a critical aspect of the internal functioning of five major Indian political parties, namely the nomination of candidates for parliamentary elections, focusing on the pattern of renomination of former candidates and incumbents. The data are analysed against the literature on the structure and functioning of Indian parties, and interview material on the process of nomination in the 2009 and 2004 elections. From the perspective of a six-fold typology of centralisation of nomination processes drawn from the comparative literature, it is found that all the parties analysed are in either the second-most centralised, or even most centralised categories, and that for the three major national parties, Congress, Bharatiya Janata Party and Communist Party of India (Marxist), past performance plays a role in nominations, the majority of incumbents being renominated in the post-1989 period.  相似文献

This study examined community-based clinicians’ (N = 294) attitudes, background/experiences, values, and knowledge relating to issues of co-occurring disorders, which occur at a high rate among adolescents involved in the juvenile justice system. Study results reveal that clinicians self-rate their clinical values and attitudes at or above the expected level of competency, but they concede that their skill and knowledge levels are not adequate. Comparison measures reveal that employment setting conditions, geographic region, hours worked per week, and strongly held convictions about the importance of integrated mental health and substance use disorders service delivery distinguish clinicians’ co-occurring disorders knowledge levels. ABSTRACT

In considering the complex relationships between taboo, culture and landscapes, it is productive to examine not only how people bestow taboos onto places, but also how they take them away. In this contribution, I use as a case study a 35-hectare parcel of agricultural land in Madagascar, where members of an extended family are debating whether or not to continue to follow their ancestral taboos while farming. Analyzing the debate, alternative historical, cultural and political narratives of land relationships emerge, including a fraught colonial history, ongoing battles over land tenure, shifting community demographics, and intergenerational conflicts. Overall, this stretch of land illustrates that agricultural landscapes may be rendered without taboo not because they lack meaning, but because they contain an excess of overlapping – and highly contentious – meanings.  相似文献

ABSTRACT

This article is situated within nascent debates on the role of academics within food sovereignty movements. Drawing on insights from a collective autoethnography, we report on our experiences conducting three food sovereignty research projects in different contexts and at different scales. We suggest that that the principles and practices of food sovereignty translate into a food sovereignty research praxis. This consists of three pillars focusing on people (humanizing research relationships), power (equalizing power relations) and change (pursuing transformative orientations). This article discusses these pillars and analyzes the extent to which we were able to embody them within our projects.  相似文献

Abstract

Beyond all the material and economic losses that natural disasters produce, post-disaster environments can alter the social capital of a community by affecting social norms, attitudes, and people’s behaviour. To analyse this issue, we empirically investigate the effect that the aftermath of a disaster can have on trust and reciprocity of people within communities. We do this by comparing outcomes of trust games conducted in earthquake-affected and non-affected rural villages one year after the 2010 Chilean earthquake. Our findings show that while trust levels do not differ across cases, reciprocity is lower in earthquake-affected areas.  相似文献

Abstract

We used survey and ethnographic data to study savings in a highly autarkic society of native Amazonians in Bolivia (Tsimane’). We equated savings with the amount of maize and rice in storage, area planted with plantains and manioc, and number of edible domesticated animals owned by a household or an adult. We found no large inter-annual change in savings possibly due to low income, impulsivity and a bundle of institutions and norms, such as borrowing, theft and reciprocity norms. The bundle attenuates the need for household formal savings at the periphery of markets.  相似文献

Abstract

This paper investigates the impact of tax havens on non-tax haven countries in terms of foreign direct investment (FDI). We analyze the importance of agglomeration effects by including FDI inflow levels in tax havens and capture geographic spillovers by measuring proximity to the nearest tax haven. Our analysis yields several interesting findings. First, using panel data for 142 countries, we find evidence of positive spillovers from tax havens to nearby developing countries, but not to nearby developed countries. Second, restricting our panel to developing countries, we find the positive effect of tax haven FDI on developing countries to be robust. Third, we find that geographic distance matters for financial flows: developing countries which are the closest to a nearby tax haven benefit the most in terms of FDI inflows. This result is robust to accounting for spatial interdependence of FDI.  相似文献
