This paper presents the first empirical test of innovation type and diffusion in local government. Five types of innovations – one product, three process and one ancillary – were tested in a multivariate model that included environmental, organizational and diffusion variables. The research was conducted on 120 upper tier English local authorities using a multiple informant survey instrument. Results indicate that adoption of innovation is both complex and contingent – different factors drive the diffusion of different types of innovation across upper tier English local government. These findings suggest that further research is required on the interactions of types of innovation in public organizations and that policy instruments developed to assist adoption need to be sensitive to variations between innovations. 相似文献

Extreme housing conditions in inter-war urban Scotland form the background to the creation of a specialist agency, the Scottish Special Housing Association, charged with the responsibility to both relieve the housing situation and provide employment. The expansion of SSHA activities, which by 1980 made it the second largest housing authority in Scotland with 10,000 dwellings, is examined. The escalation of SSHA activities is considered in the light of inter-organizational relationships between the SSHA and the Scottish Office. The paper concludes that in the successive reformulations of housing policy the SSHA was not neutral, that it frequently anticiated policy reorientations, and was thus well placed to execute new policies once formally announced. Though it conformed to the broad outline of a'mandated agency with elements of power and resource dependency, the SSHA successfully established a degree of operational autonomy while simultaneously offering the Scottish Office a mechanism to contain the power of local government. 相似文献

A review of the literature shows that stadiums and arenas are insignificant in terms of creating employment, engendering aggregate increases in local spending, and increasing per capita income levels. Public subsidies, then, may be better justified with reference to the nonpecuniary, public good externalities of professional athletic venues. This research examines whether the public good externalities of Baltimore's Oriole Park and Cleveland's Jacobs Field justify the use of taxpayer resources to finance such projects. This research finds that the public good externalities of Oriole Park and Jacobs Field are determinants of willingness to support the use of taxpayer resources to finance stadium projects. 相似文献

We review the evidence on the regional incidence of federal budgets in Canada, considering both aggregate results and some specific federal expenditure programs as well as some relevant issues (e.g., the regional effect of some regulatory programs) not captured in fiscal flows. The regional distributional pattern revealed in this analysis is both robust to various reasonable adjustments and relatively stable over time. Recent years have seen the growth of a 'green backlash' movement which has argued against 'the myths of environmentalism'. Many environmentalists have pointed out the political motivation and factual errors in much of these arguments. But what has not been given much attention is their underlying philosophy. To look at this is to find an ideology, related to neoliberalism, which we might call 'growthism'; based on a utopian faith in the inevitability of endless material growth, this is animated by a revolt against the very idea of limits. This faith has a potent influence on contemporary politics, which we can best see in relief: as today the only serious challenge to the neoliberal hegemony over electoral politics comes from environmentalism, so we can see revealed in the green backlash the utopianism of that unquestioned principle at the heart of all mainstream political debate - the commitment to economic growth. 相似文献

It is often assumed in the literature on public management reforms that radical changes in values, work and organization have occurred or are under way. In this paper our aim is to raise questions about this account. Focusing on three services in the UK, each dominated by organized professions – health care, housing, and social services – significant variations in the effectiveness of reforms are noted. The available research also suggests that these outcomes have been inversely proportional to the efforts expended on introducing new management practices. The most radical changes have been in housing, where, paradoxically, successive UK governments focused least attention. By contrast, in health and social services, management restructuring has been less effective, despite the greater resources devoted to it. This variation is attributed to professional values and institutions, against which reforms were directed, and the extent to which different groups became locked either into strategies of resistance or accommodation. 相似文献
