Theory and evidence on the diffusion and antecedents of innovation in public organizations demonstrate that organizations respond to their environment and react by being more or less innovative. However, questions about the limits of responses to organizational task environments remain unexplored: in short, what is the appropriate level of environmental capacity and when does the environment become too complex or dynamic for innovation to occur? This study examines non‐linear capacity, complexity, and dynamic environments in an archival panel of 405 English local governments using primary and secondary data from a number of sources. Findings indicate that non‐linearities effect perceived innovativeness in relation to political and social capacity, and political dynamism in an inverted U shape, and in a U shape for community capacity. The implications of these findings for the study of public service innovation are considered. 相似文献

This article reflects on the significance of the Journal of Law and Society and critical socio-legal work in the context of changes in the political economy of universities and socio-legal studies. It interweaves an analysis of this shifting political economy with consideration of another topic, namely, academic well-being and mental health, especially in this moment, to demonstrate the continuing pertinence and importance of the left critique of universities. Well-being has become part of a far broader set of counter-narratives to neoliberalism evident in attempts to reposition it as a ‘force of change’, to develop new ways of working that might challenge traditional work cultures and organizational structures, and to resist the marketized neoliberal university and re-envision what a ‘good university’ might be. Rejecting the criticism of ‘left pessimists’ in ‘rose coloured glasses’, I make the case for the continuing significance of engaging in public education and research as a public good. 相似文献

Congressional earmark reform efforts began in 2006. This paper reviews the literature on earmarks and documents the rise and relative fall in earmark spending using four databases. It identifies and critiques earmark reforms, including congressional rules and initiatives taken by the appropriations committees and congressional party organizations. Rules and committee‐initiated reforms were the most effective, producing significant improvements in transparency and expediting availability of information. The number of earmarks and their dollar value first dropped noticeably in 2007 after an earmark moratorium, then stabilized as reforms were implemented. It is premature to conclude that reforms will alter the policy content of earmarks or their distribution. 相似文献

The life histories of drug dealers suggest that victimizations sometimes mark turning points toward the end of criminal careers, which is a criminologically important but neglected empirical connection that we label the “victimization–termination link.” We theorize this link thusly: When serious victimizations occur in the context of crime, a break from the customary provides an opportune situation for adaptation, and when victims have social bonds and agency, when they define the event as the result of their own criminal involvement, and when they find other adaptations unattractive, criminal‐victims are likely to adapt by terminating crime. We illustrate this desistance process with qualitative data obtained through interviews with young, middle‐class drug dealers. We conclude by exploring promising avenues for future work. Using time‐series techniques with national data for 1967–98, we model the effects on changes in age‐race‐specific arrest rates of changes in indicators of economic deprivation. A measure of child poverty is positively related to juvenile arrest rates for both races, whereas changing unemployment (lagged) yields a surprising negative effect on youth offending. Measures of intraracial income inequality are also associated with changes in juvenile arrest rates, but the effects differ by race. Between‐race inequality is unrelated to changes in arrest rates for both races. Our general conclusion is that fluctuations in juvenile homicide offending over recent decades can be understood, at least in part, with reference to the macro‐economic environment confronting young people and their families. 相似文献
