Most individual-level research in criminology is based on a deterministic model: the factors that constrain individuals to crime or conformity are listed, and those factors are used to predict differences in the level of crime between individuals or groups of similar individuals. This paper explores an empirical model derived from recent work on sop determinism and indeterminism. Behaviors are said to vary in the extent to which they are determined, with behavior being fully determined at one end of the continuum and largely free (indetermined) at the other end. There is a discussion of those factors that influence the extent to which behavior is determined. And it is hypothesized that crime will be more variable and less predictable when conditions favor indeterminism. The empirical model in this paper, then, focuses on those factors believed to foster freedom of action and choice, and it uses those factors to predict differences in the amount of variation (unpredictability) in crime between individuals or groups of similar individuals. Data from two national surveys of adolescents provide tentative support for the hypothesis. 相似文献

In an article in Public Administration five years ago I reported on the operation of the new freedom of information laws in Australia, Canada and New Zealand (Hazell 1989). Despite these Commonwealth precedents, under Mrs Thatcher's premiership the British government maintained that freedom of information was incompatible with the Westminster system of ministerial accountability to Parliament. Under John Major that line has softened a bit, and last year the British government took an important step towards freedom of information, with the introduction of its new code of practice on open government. The code of practice will be policed by the Ombudsman; and this article considers the implications of this novel extension to his jurisdiction. 相似文献

This study uses data from the second and third waves of the National Youth Survey to examine the effect of neutralizations regarding violence on violent behavior. Data indicate that only a small percentage of adolescents generally approve of violence or express indifference to violence. A large percentage of adolescents, however, accept neutralizations justifying the use of violence in particular situations. Both cross-sectional and longitudinal data suggest that the acceptance of these neutralizations contributes to violent behavior. Further, the effect of these neutralizations on violence is conditioned by certain variables; neutralization is most likely to lead to violent behavior among those who disapprove of violence and associate with delinquent peers. 相似文献

In this article, we further the understanding of both changes in public opinion on capital punishment in the United States and changes in the factors associated with public opinion on the death penalty. Support for the death penalty may be motivated by events happening during specific time periods, and it can vary across birth cohorts as a result of cohort‐specific socialization processes, demographic changes, and formative events that are specific to each generation. An explication of the sources of and variation in death penalty attitudes over time would benefit from the accounting for the age of the respondent, the year of the survey response, and the birth cohort of the respondent. We improve on previous research by using multiple approaches including hierarchical age–period–cohort models and data from the General Social Survey (N = 41,474) to examine changes in death penalty attitudes over time and across birth cohorts. The results showed curvilinear age effects, strong period effects, and weak cohort effects on death penalty support. The violent crime rate explained much of the variation in support for the death penalty across periods. The examination of subgroup differences suggests that support for the death penalty is becoming concentrated among Whites, Protestants, and Republicans. 相似文献

Highlighting resource inequality, social processes, and spatial interdependence, this study combines structural characteristics from the 1990 census with a survey of 8,872 Chicago residents in 1995 to predict homicide variations in 1996–1998 across 343 neighborhoods. Spatial proximity to homicide is strongly related to increased homicide rates, adjusting for internal neighborhood characteristics and prior homicide. Concentrated disadvantage and low collective efficacy—defined as the linkage of social control and cohesion—also independently predict increased homicide. Local organizations, voluntary associations, and friend/kinship networks appear to be important only insofar as they promote the collective efficacy of residents in achieving social control and cohesion. Spatial dynamics coupled with neighborhood inequalities in social and economic capacity are therefore consequential for explaining urban violence. 相似文献

An important and highly discretionary component of the federal sentencing guidelines is the downward departure for providing substantial assistance. Critics charge that the substantial assistance departure, which requires a motion by the prosecutor, may produce the type of unwarranted sentencing disparity that the guidelines were intended to eliminate. Research reveals, for example, that jurisdictional variations are evident in the use of substance assistance departures (Johnson, Ulmer, and Kramer, 2008; Nagel and Schulhofer, 1992), and that the likelihood of receiving the departure is affected by legally irrelevant offender characteristics, which include race, ethnicity, and gender (Mustard, 2001). The purpose of this article is to extend this research by exploring the degree to which decisions regarding substantial assistance departures vary across prosecutors. Using data on offenders sentenced in three U.S. district courts and a multilevel modeling strategy, we investigate whether interprosecutor disparity exists in the likelihood of substantial assistance departures and in the criteria that prosecutors use in deciding whether to file a motion for a substantial assistance departure. Findings indicate that significant interprosecutor variation remains after taking into account offender characteristics, case characteristics, and the district in which the case is adjudicated. 相似文献

This article provides a summary of the major challenges currently facing participatory rural appraisal (PRA), as well as the changes implied by some of these challenges. These challenges are considered at six different levels, namely the individual, community, organizational, project and programme, donor and policy levels. The challenges identified are drawn from the literature on PRA, as well as from a recent series of workshops held by the author with the staff of six NGOs that are promoting PRA in South Asia.
