In this article the evolution of competitive tendering and contracting ( ctc ) policy in Australia and New Zealand is documented and evaluated. Policy implementation at Commonwealth, State and local levels in Australia is examined in some detail. This was followed by a similar analysis of the two levels of government in New Zealand. An overall appraisal of the impact of CTC on efficiency and effectiveness of service delivery is undertaken, based on disaggregated contracting surveys of State and Commonwealth government agencies as well as a wide range of other sources of information. The key findings, which are summarized in tabular form, indicate that the pace of implementation has varied widely across jurisdictions. This variability is largely a function of differences in political orientation of the governments in power, particularly in Australia. Despite these differences, the findings suggest that efficiency gains stemming from the application of ctc are substantial and widespread. Furthermore, quality of service has not, in general, been sacrificed to cost reductions. There is every indication that the current rate of progress of policy implementation is set to continue. This paper presents a new data series for homicides of law enforcement officers. Available for more than two centuries, it is much longer than series previously examined. Police killings had two extreme peaks, one in the 1920s and another in the 1970s. We use the post‐1930 part of the series in a time‐series regression to explore structural conditions that affect police killings in the short term. Economic conditions, prison populations, and World War II have considerably larger impacts on police killings than on homicide generally. In France since 1958, it is possible to identify three different types of political leadership: pure presidential government, limited presidential government, and prime ministerial government. These three leadership types are the result of the semi-presidential nature of the Fifth Republic. Under each of the three different forms of leadership, the role of the prime minister's office has changed. Following a brief presentation of the functions of the two components of the prime minister's office, his cabinet and the General Secretariat of the Government, the changes which the office has undergone are identified. While the role of both of the components of the office varied according to the different types of political leadership, it is concluded that, because of its distinctive structure and functions, the role of prime minister's cabinet has been subject to the greatest amount of variation. 相似文献
