DIFFERENCES BETWEEN GANG AND NONGANG HOMICIDES*

Does gang-related homicide direr sufficiently from nongang homicide to warrant specialized law enforcement response? Both cross-tabular and discriminant analyses of data from over 700 homicide investigation files reveal substantial differences in ethnicity, age, number of participants, and relationship between participants. Gang homicides are also more likely to involve public areas, automobiles, firearms, and, in one jurisdiction, associated offenses and injury to other victims. Gang incidents present unique problems to investigators, who may well benefit from specialized skills of experienced gang experts.     

SPACE WARFARE: A MARITIME-INSPIRED SPACE STRATEGY

In an attempt to formulate a spacepower strategy, various strategists have noted the similarities of space operations to those of air and naval operations. Consequently, many have attempted to derive a space theory through analogy and comparison to either airpower or sea control strategic models. Both air and naval models fail, however, to capture the breadth of issues regarding space operations and strategy; yet, by expanding the purview of naval operations to include those of maritime operations, which includes the interaction of land and sea, the nature and scope of space operations can be fully encompassed. By using Sir Julian Corbett's maritime model, a space theory and associated principles can be subsequently derived to predict concerns and develop ideas not currently recognized.     

THE IMPACT OF POLICE INVESTIGATIONS ON POLICE-REPORTED RATES OF GANG AND NONGANG HOMICIDES*

This paper is concerned with the utility of police-reported rates of gang violence, particularly important in an era which stresses officially determined rates of violence. The basic question is whether police investigation procedures have a major impact on the police designations of homicides as gang related, a question of causal order answerable only by the triangulation provided by multiple forms of data analysis. With minor qualification, the results suggest that“gang” designations of homicides reject characteristics of the incident settings and participants, that intrusion of investigative processes on reported gang versus nongang homicide rates was minimal, and that gang homicide rates reported by these departments could be used as reasonable criteria for evaluating program impact.     

The Use of Domestic Violence Advocates in Juvenile Court: Lessons from the Dependency Court Intervention Program for Family Violence

The Dependency Court Intervention Program for Family Violence (DCIPFV) is a national demonstration project awarded to the Eleventh Judicial Circuit of Florida (Miami) by the U.S. Department of Justice, Office on Violence Against Women. Developed by Judge Cindy Lederman and Susan Schechter in 1997, the DCIPFV identifies victims of domestic violence in the dependency court system. DCIPFV advocates provide a variety of services to such victims, helping them achieve safe environments for themselves and their children with the understanding that the well‐being of children can be better assured by addressing the safety and self‐efficacy of their mothers. This article discusses the DCIPFV program and makes recommendations for communities seeking to implement a similar program in their jurisdiction.     

PERFORMANCE, EVALUATION AND THE NHS: A CASE STUDY IN CONCEPTUAL PERPLEXITY AND ORGANIZATIONAL COMPLEXITY

This paper adopts a comparative perspective towards the analysis of performance evaluation in the National Health Service. The NHS, it is argued, is best seen as an organization which is not unique but which ranks high on a number of dimensions: uncertainty about the relationship between inputs and outputs; heterogeneity of activities and aims; the ambiguity of the available information. These factors help to explain why performance evaluation in the NHS is both conceptually and organizationally problematic, and fragmented and professionalized in practice. By looking at the same factors in other organizations, it may be possible to start constructing a framework for examining the problems of performance evaluation in different settings.
