'We are neither Left nor Right, we are out in front' was the mantra of the environmental movement in the 1970s and early 1980s. This research examines the relationship between the traditional left/right economic cleavage and the environmental cleavage in structuring party competition in advanced industrial democracies. It begins by discussing the theoretical rationale for the separation of environmentalism from the traditional economic cleavage, and utilises new expert data to describe the evolution of party positions between 1989 and 2002–2003. An initially strong relationship between party positions on both dimensions in 1989 has strengthened over time. The convergence occurs largely because of changes by Green parties and by the addition of new parties that define themselves on both dimensions. This points to the ability of democratic party systems to integrate a new political cleavage, and the process of integration. However, leftist parties still continue to diverge with respect to how they respond to the environmental cleavage.  相似文献

Public domain decisions in rural England have become more complex as the number of stakeholders having a say in them has increased. Transactions costs can be used to explore this increasing complexity. The size and distribution of these costs are higher in rural areas. Grouping transactions costs into four – organizations, belief systems, knowledge and information, and institutions – two of the latter are evaluated empirically: growth in the bid culture, and monitoring and evaluation. Amongst 65 Agents of Rural Governance (ARGs) in Gloucestershire, both were found to be increasing over time, but those relating to finance were a greater burden than those of monitoring: the latter can improve ARG performance. Increasing transactions costs in rural decision‐making appears to be at variance with ambitions of achieving ‘smaller government' through, for example, the Big Society. Smaller government is likely to be shifting the incidence of these costs, rather than reducing them.  相似文献

Twelve years after coming to office, Labour has still not achieved the second stage of House of Lords reform that was promised in 1997. In July 2008 a White Paper—the government's fifth on the subject—was published, setting out plans for an 80 or 100 per cent elected upper house. This article reviews its prospects. It concludes that although the government is now apparently more in line with the views of its supporters, there are many other obstacles. Fundamental differences remain both within and between the political parties, and several key principles remain unresolved. Progress is therefore unlikely.  相似文献

In British Columbia, Canada, an initiative is underway to introduce results-focused accountability reporting for government ministries and Crown corporations. This significant change is coming about through a unique collaboration of government, the Legislative Assembly, and the Office of the Auditor General of British Columbia. This article describes: the background leading to the initiative; the conceptual framework, including the areas of government covered by the initiative and the methods of accountability reporting; the issues around implementation of results-focused government, including education and cultural change at administrative and political levels; and the success of the initiative to date. While the real success of this initiative will only be evident in a few years' time, the coming together of many parts of government to develop a common vision of what government should look like, and the development of a better understanding by all the parties to this process of one another's position and priorities, are already paying dividends.  相似文献

This essay argues that the Barnett formula—which determines the block grant paid annually by the UK government to each of the Devolved Administrations of Scotland, Wales and Northern Ireland—be reformulated, guided by the following principles: fiscal equity, accountability, transparency, and flexibility. The rationale for change is that the current fiscal arrangements make little policy sense and may not be sustainable in a changing political and economic context. The formation of a grants commission to help develop data, calculate disparities, and provide public advice to the Chancellor of the Exchequer is also advocated.  相似文献

In May 2011, Britain's Conservative/Liberal Democrat coalition government published proposals for reform of the House of Lords. In a White Paper and draft bill they set out detailed plans for a largely or wholly elected second chamber. These marked the latest stage in a long‐running debate on Lords reform. The government's proposals aim to change the composition of the second chamber, suggesting that there will be no change to its powers or the conventions governing relations with the House of Commons. But this expectation has been disputed. The House of Lords presently does not make full use of its powers, and many anticipate that it would if its members became elected. This paper reviews the composition of all second chambers internationally, showing that wholly directly elected chambers make up the minority, and that both mixed chambers and indirect election are common. It then reviews the formal powers of all largely and wholly elected chambers. This shows that amongst parliamentary systems the formal powers of the House of Lords are relatively great. But second chamber powers, as well as their composition, vary widely.  相似文献
