The federalism established in the constitutions of the FederalRepublic of Germany, Switzerland, and Austria, in addition tothe common language of these countries, distinguishes them fromthe other West European countries, which lean toward centrallyorganized states. Although independent administrative units are used worldwide as alternate forms of public service delivery, only limited systematic knowledge is available as how to apply these organisational forms with the maximum positive effects. This paper aims to explore the productivity gains achieved by administrative units increasing their degrees of independence, shifting from organisational independence to budgetary and legal independence. Focusing on self-operating decentralised units, on public law enterprises and on publicly owned private law enterprises, this appraisal reveals that continuously increasing independence is accompanied by productivity gains, but, depending on varying service delivery conditions--in terms of divergent service concepts or notions of productivity--this may be in terms of quality of output, technical efficiency or allocative efficiency. During the past 30 years, bureaucratic managerialism has reshaped how prison staff maintain order. Policies and graduated disciplinary models have replaced coercive methods, reducing disciplinary use of force by prison staff against incarcerated people. Managerialism, however, disguises deep problems in the interpretation and enforcement of use-of-force policies. Drawing on 131 semistructured interviews with Canadian correctional officers (COs), I show how managers and prison staff interpret and negotiate policies to justify using force to maintain order. Although COs frame policies and management supervision as significant checks on their actions, they also suggest that inconsistencies in policy interpretation and implementation facilitate certain kinds of use-of-force decisions, which I define as “construction” and “outsourcing.” I conclude by discussing the broader organizational implications of these findings. 相似文献

Forensic personnel generally use basic all-metal detectors for weapon searches because of their ease of use and cost efficiency. For ferromagnetic targets, an alternative easy to use and low-cost geophysical tool is a magnetic locator. The following study was designed to demonstrate the effectiveness of a common, commercially available magnetic locator in forensic weapon searches by determining the maximum depth of detection for 32 metallic forensic targets and testing the effects of metallic composition on detection. Maximum depth of detection was determined for 16 decommissioned street-level firearms, six pieces of assorted scrap metals, and 10 blunt or bladed weapons by burying each target at 5-cm intervals until the weapons were no longer detected. As expected, only ferromagnetic items were detected; weapons containing both ferromagnetic and nonferromagnetic components were generally detected to shallower depths. Overall, the magnetic locator can be a useful addition to weapon searches involving buried ferromagnetic weapons. 相似文献
