Two Walks: Palestine and the Peak District. A Conversation between Raja Shehadeh and Marina Lewycka, September 2008

In the summer of 2008 novelist Marina Lewycka and author and human rights lawyer Raja Shehadeh went on two walks: the first in Palestine near Ramallah near the Beit Eil Jewish settlement, the second on Kinder Scout in the Peak District, the site of the mass trespass in 1932 to reclaim the right to walk on the hills. This account of the conversation they recorded on the second walk includes observations by Marina on writing about Palestine and Israel and reflections by Raja about the effect of the Israeli occupation on the fragile Palestinian landscape. It also includes their discussions on writing, walking and the meaning it has to each of them, as well as political comments on the Israeli-Palestinian conflict evoked by visiting these sites. They wonder whether a similar act of resistance would be possible in Palestine and what it would mean to the future of the conflict.     

The Fates of Challengers in U.S. House Elections: The Role of Extended Party Networks in Supporting Candidates and Shaping Electoral Outcomes

Extended party network (EPN) theory characterizes political parties in the United States as dynamic networks of interest groups that collaboratively support favored candidates for office. Electoral predictions derived from EPN theory have yet to be tested on a large sample of races. We operationalize EPNs in the context of organized interest contributions to U.S. House campaigns. We deduce that support by a partisan community of interests signals the ideological credibility and appeal of a candidate. EPN integration overcomes voter ambiguity surrounding challengers’ ideological preferences, and resources provided by these coordinating interest groups promote a consistent message about the candidate. Using data from the 1994–2010 cycles, we apply network analysis to detect EPN support of challengers and find that EPN integration substantially improves the electoral prospects of challengers. The effect of EPN integration is distinct from that of campaign resources. The findings provide support for EPN theory, as applied to congressional elections.     

Labour Contractors and Global Production Networks: The Case of India’s Auto Supply Chain

Research on labour in global production networks has raised serious questions about the role played by labour contractors. This article uses a case study of automotive components production in north India to show how labour contractors assist firms to adapt to the rigours of competition in supply chains. We demonstrate that a regional contract labour system has enabled employers to keep wages low, increase firm flexibility, offload the burden of monitoring and controlling workers and undermine collective bargaining and trade union rights. These problems further expose serious weaknesses in the implementation and enforcement of labour laws in India.     

Distribution of Y chromosome lineages in Jerba island population

We have analysed Y chromosome polymorphism on six STR markers (DYS19, DYS389I, DYS390, DYS391, DYS392, and DYS393) and eight classical UEP markers (SRY10831a, YAP, SRY4064, M2, 92R7, M9, SRY2627 and 12f2) in three distinct ethnical, linguistic and cultural groups of Jerba island (Berbers, Arabs and a Jerban group of Sub-Saharan origin). Fst genetic distance and principal co-ordinate analysis based on STR haplotype frequencies, showed a genetic differentiation between the three Jerban groups and a genetic relationship between Jerban Berbers and Mozabites (a well defined Berber group in Algeria). Compound use of UEP and STR markers have increased discriminatory capacity. The detection of the most common haplotype (H9) in both Berbers and Mozabites may be useful in forensic special cases.     

Banking regulation (amendment) ordinance, 2017: A resolute ordinance?

This paper is a write up on the recent Banking Regulation (Amendment) Ordinance, 2017, which is yet another step in a series of initiatives taken to resolve stressed assets in the Indian banking system. An ordinance to this effect was promulgated over a “bad bank” idea as such an entity would itself be a warehouse of stressed assets and not a resolution mechanism. The paper provides an overview of stressed assets, aim of the ordinance, immediate steps taken by RBI after the promulgation of ordinance, and the looming questions that still remain pertaining to resolution of stressed assets.

本文提供了关于孟加拉国卡西族的原始资料。此项研究目的在于揭示孟加拉国卡西族的社会经济特点和其家庭的生活水平。锡尔赫特地区中两块区域被选作此次研究的试验地。每个区域中共有 4 0个家庭被调查取样。结果显示 38%的家庭没有自已的土地 ,其中只有7%的家庭是大家庭。绝大多数的小农场主和他的家庭成员都没受过正式的教育。卡西族人家庭主要从事的都是农业 ,并且生活水平都不高。有一些卡西族人家庭是从商的。他们面临着不少问题 ,不断增加的政府发展计划正逐渐改善他的生活水平。     

The Commonwealth programme for applied studies in government: The commonwealth secretariat's division for the development of public management

The Programme of Applied Studies in Government in the Commonwealth Secretariat has been in operation for five years, and in this article the Assistant Director reports on the major features of the Programme. The staff of the Programme have arranged conferences and seminars, facilitated training and published bibliographies on topics and in a form that make them useful to civil service practitioners and institutions with small libraries. Matters to which attention has been given include the use in government of advances in science and technology, the functioning and role of public enterprise and among more specialized topics administration in microstates. The article emphasizes the way attention is given to application in the work of the Programme.
