An Overview of State Policy Problems

Concepts of federalism are briefly rmiewed with the intent of inquiring whether the states have become entrepreneurial as a result ofthe Reagan devolution. An overview of the contributions to the symposium suggests that support for a theory of cyclicality is not consistently evident in the states. Necessary resatrcesarenotalways present toallow thestates to bethe policyentrepreneurs in the United States.     

Federal Aid to Local Governments in the West: An Irony of the Reagan Revolution

Despite the fact that the Reagan election was viewed as a power shift toward the West, the decade of the 1980s produced cruel disappointment. The region was generally left out of the economic recmery of the nation because of the bust in the agricultural and mineral industries. These state and local gmernments which sufferfrom high costs and low resources were particularly dependent on the national gmernment at the very time when the Reagan Administration was cutting federal aid and transferring power to the states. Unlike Nixon's New Federalism which helped the state and local governments of the West, Reagan's policies caused their relative position in federal aid flows to deteriorate. Although the Reagan revolution in cutting domestic programs was viewed as the embodiment of western rugged individualism, the region lost in terms of federal aid to small rural local governments.     

Cognitive development,epistemic doubt,and identity formation in adolescence

This study was undertaken to evaluate the part that nascent skeptical doubt plays in shaping the course of adolescent social-cognitive development. It is argued that the intellectual changes that accompany the acquisition of formal operational competence set in motion a series of developments that seriously undermine the typical adolescent's previous sense of epistemic certainty. An epistemic model is proposed, leading to the hypothesis that, in response to such doubts, young persons adopt one of several contrasting interpretive strategies, each of which dictates much about their subsequent solutions to the problems of identity formation and commitment. To evaluate these hypotheses, 96 high school aged young people were classified as being either concrete or formal operational. Those subjects who were clearly classifiable (N=70) were administered Adams' Objective Measure of Ego identity Status and the Epistemic Doubt Interview, which permits identification of realistic, defendedly realistic, dogmatic/skeptical, and rational epistemic stances. A relationship between cognitive and epistemic development was found. Only formal operational subjects appreciated the generic nature of the doubt undermining their epistemic certainty. Predictions regarding the anticipated relation between epistemic stance and ego identity status were supported, revealing that only postrealist epistemic stances were routinely associated with membership in the moratorium or achieved identity statuses. The results are taken as strong support for the claim that epistemic doubt plays a central role in shaping the course of adolescent social-cognitive development.This research was partially supported by a Social Sciences and Humanities Research Council Doctoral Fellowship awarded to the first author.Obtained Ph.D. in developmental psychology from the University of British Columbia. TEACHING PUBLIC ADMINISTRATION: EDUCATION OR TRAINING?*

Abstract: There is an ambivalence in attitudes to public administration as a field of study among both academics and practitioners in Australia. Teachers, researchers, students, public servants seeking training and managers have differing interests and expectations. Disagreements about the field have contributed to the lack of a unified framework of concepts, while the field has fragmented into public administration, public policy and public management, aside from other divisions such as "old" versus "new" public administration. "Education" and "training" have taken diverging paths and academics and practitioners have drifted apart. There needs to be a closer dialogue that can only be based on a generally agreed paradigm for Australian Public Administration as a field of study.     

Litigation: a threat to obstetric practice?

Claims that the practice of obstetrics is in crisis appear regularly in the media, but evidence for the claims is scarce. This article examines a range of evidence from Australia and overseas and explores the relationship between obstetric practice and litigation. While anecdotal evidence abounds, there is no hard evidence to confirm that litigation is the threat to obstetric practice that many practitioners strongly believe it is. It is likely that such practitioners respond by practising defensive medicine but this is very difficult to measure.
