The Solomon Islands became independent in 1978. Influenced by developments in neighbouring Papua New Guinea, a plan for provincial government has been introduced in order ostensibly to achieve more effective decentralization than operated through local government councils. This article describes the successive attempts at establishing local government councils and discusses the present plan for provincial government in the context of experience with local councils. This article examines the role social imaginations play in legitimizing extrajudicial killings by death squads in the era
of globalization. The role of popular imagining has expanded into a widespread social practice as people increasingly draw
on images from all over the world via modern communication technologies. Drawing on Mary Douglas’ concept ‘matter out of place’
and Nancy Scheper-Hughes’ ‘symbolic apartheid’ we argue that to a certain extent, dehumanizing imaginations about socially
excluded groups legitimize death squad killings. The article compares two case studies on death squads in the cities of Medellín,
Colombia and Davao City, Philippines. We conclude that social imaginations in the era of globalization may be a driving force

We study basic information treatments regarding sexual orientation using randomized experiments in three countries with strong and widespread anti-gay attitudes: Serbia, Turkey, and Ukraine. Participants who received information about the economic costs to society of sexual orientation discrimination were significantly more likely than those in a control group to support equal employment opportunities based on sexual orientation. Information that the World Health Organization (WHO) does not regard homosexuality as a mental illness increased social acceptance of sexual minorities, but only for those who reported trust in the WHO. Our results have important implications for policymakers aiming to expand the rights of lesbian, gay, and bisexual people worldwide. 相似文献

This paper interrogates Michel Foucault’s claim, that the spread of psychiatric power originated in concerns around the educatability of idiot children in the latter decades of the nineteenth century, before being applied to adult “defectives”. It is argued that Foucault, although partially correct, fails adequately to consider the extent to which the base concept, of “instinct”, was linked in particular ways to female idiot sexuality. The paper challenges Foucault’s view through an analysis of a series of nineteenth century cases involving the rape of female idiots, arguing that their sexuality was understood in terms of a relation to instinct which manifested in terms of an opposition between dangerousness and vulnerability. It then traces that opposition into the Mental Deficiency Act 1913 where, it is argued, it functioned in a collapsed form—now, the vulnerable were dangerous and the dangerous were vulnerable—and in which form it underpinned a psychiatrised regime for the control of mentally defective women through the control of their sexuality. 相似文献

The Clerk of the Privy Council's (PCO) role in the 2012 confrontation with the Parliamentary Budget Officer is re‐examined as a case study in the imperatives of public service leadership in a system of responsible government. PCO's 2014 defence of the Clerk's conduct is contradicted both by the Clerk's text and by its own logical consequences. Both in form and substance, the Clerk crossed the boundary that should exist between public service and political values, and thus provided additional evidence of the need to re‐establish the necessary boundary between elected and unelected officials in a parliamentary democracy. 相似文献

In 1993 President Clinton signed into law the National and Community Service Trust Act, the centerpiece of which was a new national service initiative—AmeriCorps. The overall purpose of AmeriCorps was to promote community building through volunteer service. AmeriCorps was one high-profile program established in part to highlight government-nonprofit partnerships and their capacity to improve communities and service delivery to the most vulnerable in communities—poor children, frail elderly, and teenagers who are at risk of dropping out of school or getting into serious juvenile delinquency problems. AmeriCorps' programs nationally work to achieve three goals—Getting Things Done, Member Development, and Strengthening Communities. Few of the studies on AmeriCorps have explicitly studied their impact on community strengthening. This article reports on a two-year study of twenty two AmeriCorps programs in Florida from 1997–2000, emphasizing their objectives and success in community strengthening. Program results are limited. The programs increased the number of volunteers delivering their services and developed one or more community partner organizations at each site. Nearly all of the program staff and community partners believed that the AmeriCorps programs positively influenced the community's self-help capacity to some extent. However, data indicating broader community strengthening impacts were hard to find and difficult to track. Reasons for this relatively modest impact on broader community strengthening goals are articulated based on surveys, interviews, and site visits. 相似文献
