This article examines Mongolia's and North Korea's bargaining with the People's Republic of China to provide insight into Northeast Asian regional dynamics and weak state bargaining behavior. The article demonstrates how both Mongolia and North Korea (which it demonstrates are weak states) employ a variety of tactics within the categories of capitulation, neutrality and confrontation when managing their respective relations with China. The article also argues the applica`bility of the two case studies to a better understanding of the diplomatic challenges China faces as it continues its development and to China's relations with the various weak states on its periphery. 相似文献

Traditionally, the virtue of democratic elections has been seen in their role as means of screening and sanctioning shirking public officials. This article proposes a novel rationale for elections and political campaigns considering that candidates incur psychological costs of lying, in particular from breaking campaign promises. These nonpecuniary costs imply that campaigns influence subsequent behavior, even in the absence of reputational or image concerns. Our lab experiments reveal that promises are more than cheap talk. They influence the behavior of both voters and their representatives. We observe that the electorate is better off when their leaders are elected democratically rather than being appointed exogenously—but only in the presence of electoral campaigns. In addition, we find that representatives are more likely to serve the public interest when their approval rates are high. Altogether, our results suggest that elections and campaigns confer important benefits beyond their screening and sanctioning functions. 相似文献

Building enforcement capacity, that is, attaining and sustaining control in order to implement changes, is crucial for the success of public management reforms. However, this aspect of public management reform does not receive much theoretical or empirical attention. This paper analyzes the process of building enforcement capacity for the case of the Mexican Professional Civil Service reform. Although this reform experienced several complications (e.g., limited support, resources, and credibility), important goals were attained and some control was achieved. We study how officials attained control over implementation through the adaptive management of combinations of different types of control strategies (regulatory, normative, and procedural). The case study, focused on the analysis of in‐depth interviews with the highest officials involved in the implementation of this reform, finds evidence for three combinations of strategies next to a general pattern characterized by a trade‐off between compliance and coordination. New to Beijing in the 1910s, actresses, especially opera stars and members of large all-female troupes, were active agents of theatrical innovation. Competing with actors in a rapidly commercializing theater business, certain privileged actresses developed a different repertoire and performance style for female roles by adapting regional opera traditions. As the characters they played onstage boldly sought the thrills of courtship and pursued their personal desires, these actresses fashioned a new flirtatious female subjectivity, different from that associated with heroines in the cult of qing in Ming literature, the sentimentalism of Butterfly fiction, and the May Fourth ideal of free love. However, as they assumed female roles that transgressed traditional expectations and catered to a male-dominated audience, actresses found their own commodification as sexual objects was inevitable. 相似文献

In recent years, scopolamine has become a drug of common use for recreational and predatory purposes and several ways of administration have been devised. A method for the rapid analysis of suspicious samples was developed, using a portable capillary electrophoresis with contactless conductivity detection. The method allows the separation of scopolamine from atropine which has a similar structure and is present along with scopolamine in some samples. The method was demonstrated to be useful for the fast analysis of several types of evidential items which have recently been reported to have been abused with fatal consequences or employed for criminal purposes. An infusion of Datura stramonium L., in which scopolamine and atropine naturally coexist, was analyzed for being frequently consumed for recreational purposes. A spiked moisturizing cream and six spiked alcoholic beverages were also analyzed. In spite of the complexity of the specimens, the sample pre-treatment methods developed were simple and fast. 相似文献

This article seeks to understand how development aid is translated into city management practice in the global South and the implications of this for the power dynamics between municipal governments and international aid agencies. The study examines La Chureca, the rubbish dump and slum of Managua, Nicaragua, and its regeneration programme, the Barrio Acahualinca Integrated Development Programme. In the article, we explore the formulation and initial implementation of the Programme in terms of the construction of an action net in which, by a chain of translations, the Programme was transformed from an aid programme managed by international aid organisations into the management practice of the city of Managua. Despite the silent infiltration of important issues brought to the municipal political agenda by the development aid programme, small acts of defiance and resistance were also enacted by local actors who twisted the Programme to fit local needs. This study sets out to analyze and evaluate the implementation of a system for the regulation and control of social policies ("Social Comptrollership") involving civil society so as to reinforce the mechanisms for ensuring transparency and responsibility in the government's operation of social programs and the execution of public works Here is presented the analysis of the Federal Rural Housing Program (in Spanish: "Programa de Vivienda RuraF') that is aimed at providing accommodation to families in situations of severe poverty living in communities described as suffering from "high or very high levels of marginalization". The main conclusion of this research, which is based on a series of interviews with aid recipients, the officials and the social organizations involved, is that the regulatory aspects of this system for controlling social policies are not effective, since they lack mechanisms for enforcing the sanctions set down for participants who do not respect the agreements they have entered into. 相似文献

This article examines the dynamics of collective behavior in Santiago, Chile every September 11, the date of the 1973 coup that brought General Augusto Pinochet to power. It uses a multiple‐method strategy that includes participant observation, personal interviews, and content analysis of three major newspapers during the period 2003–8. The theoretical approach emphasizes time and space coordinates of specified social actors, sociocultural emergence, a limited range of dominant emotions, and dramaturgy to describe the complexity of ritualized commemorations. It shows that incidents occurring on this date are not primarily caused by the actions of social movement organizations. Moreover, the dichotomy of “day and night” used to understand the peaceful and violent commemorations is an oversimplification of a complex network of events, actors, and scenarios that has the effect of denying any legitimacy to actions that fall outside the state‐approved practices. 相似文献

Over the last thirty years, Mexico has undergone an important consolidation of its institutional framework, focused primarily on the electoral and political system. This process of political change was accompanied by a significant transformation and liberalization of the financial and economic system. Mexico’s current situation proves that both processes do not yield satisfactory results when social problems are left unattended. In fact, the transition from a noncompetitive political system to a more democratic one, has not guaranteed better living conditions for most of the population, in part because there is practically no participation in public life on behalf of most of the citizenry. This article reflects on the fundamental importance of citizens’ participation in democracy. Particular attention is paid to public participative budgets as factors which may contribute to democracy’s consolidation and quality, but which have had negligible impacts thus far as is illustrated by public participative budgets initiatives that have been held in Mexico City. 相似文献

In legal medicine the correct determination of the time of death is of utmost importance. Recent advances in estimating post-mortem interval (PMI) have made use of vitreous humour chemistry in conjunction with Linear Regression, but the results are questionable. In this paper we present PMICALC, an R code-based freeware package which estimates PMI in cadavers of recent death by measuring the concentrations of potassium ([K+]), hypoxanthine ([Hx]) and urea ([U]) in the vitreous humor using two different regression models: Additive Models (AM) and Support Vector Machine (SVM), which offer more flexibility than the previously used Linear Regression. The results from both models are better than those published to date and can give numerical expression of PMI with confidence intervals and graphic support within 20 min.
