This paper attempts to examine which factors explain public participation in the budget process in an international comparative approach. In particular, we investigate which socioeconomic, institutional, and political factors promote public engagement in the central government budget process. Using a sample of 93 countries, our results indicate that Internet penetration, population diversity, governmental financial situation, and budget transparency determine opportunities for public engagement in the central government budget process. In addition, we show that not only budget transparency promotes public participation but also public participation is necessary to enhance budget transparency.  相似文献

The majority of news items on sub-Saharan immigrants in the Spanish press refer to their arrival by jumping the fences of Ceuta or Melilla or landing in small boats at the Spanish coast. The data in this article consist of all the news items published on the arrival of sub-Saharan immigrants in Spain by jumping the fences of Ceuta and Melilla, items that appeared in the digital editions of the two most popular Spanish newspapers, El País and ABC, from 1 January 2012 to 1 January 2015. The principles of critical discourse analysis and visual grammar are used to deconstruct the linguistic and visual portrayal of sub-Saharan immigrants when they try to enter Spain by jumping the fence. This research reveals that the immigrants jumping the fence at Melilla are represented as wild and dangerous. There is no reference to their human rights. The study thus aims to provide a visual analysis of the way in which the arrival of these immigrants is represented visually in two serious newspapers. In this way, the study aims to unveil visual ways of negative representation of immigrants, who are portrayed as dangerous invaders.  相似文献

In 2003, the Workers’ Party took federal office in Brazil on an agenda of social inclusion and popular participation. This paper explores attempts to implement that agenda in big infrastructure projects in the Amazon: the BR-163 road and the Belo Monte dam. We argue that overlapping inequalities (between social groups, within the bureaucracy and between territorial centre and periphery) result in uneven state capacities for implementing projects in the Amazon. This framework helps explain why the government has moved much faster in building infrastructure than in implementing participatory social and environmental programmes that would benefit affected local communities.  相似文献

Job enlargement, an industrial organization innovation that allows workers (within limits) greater responsibility for their jobs is explored and discussed in relation to correctional personnel. Based on responses to tests administered to 104 correctional personnel in a Midwestern state, it was found that industrial findings generalize to corrections.Job enlargement is recommended to improved the personnel and managerial aspects of the correctional institution, to bring the institution into conformity with environmental reality, and to overcome the therapy-custody dichotomy.  相似文献

On the basis of personality systems interaction (PSI) theory, the authors examine self-regulation, conflict behaviour, behavioural resources, and personality disorders in a sample of 83 male offenders and explore the role self-regulatory variables play with respect to aggressive behaviour. Although substantial correlations between self-regulatory functions and aggressive behaviour were found, these variables did not predict aggression in a subsequent regression analysis with measures of self-regulation, conflict behaviour, and personality disorders as independent variables. Antisocial behaviour, behavioural self-control, and affect were among the strongest predictors of aggression. Specific predictions based on PSI theory could not be confirmed. Theoretical implications of the findings are discussed and put into relation with treatment issues of offenders.  相似文献

Abstract

According to international relations scholars, an important change taking place in the post-Cold War context concerns the lethality of non-state armed groups (NSAGs). Underlying this observation is the conventional assumption that non-state violence is intrinsically illegitimate. This article shifts the analysis of violence away from the terrain of legitimacy, which tends to moralise the difference between state and non-state forces, and towards the terrain of work, where their violence features as part and not separate from a shared political economy. I propose the notion of violence work as a resourceful analytic into the dialectics of everyday violence and the complex processes of value production in social life. Against the background of the extreme cruelty attributed to transnational gangs in Central America, I argue that their violence work is expressive of prevailing modes of accumulating wealth in the region. Drawing on multi-sited fieldwork in Honduras, Guatemala, El Salvador and Mexico, I show how gang violence work animates a system of economic cooperation that engages a wide array of subjects who traverse state/non-state and legal/illegal divides.  相似文献
