How do natural disasters affect electoral participation? The existing social science literature offers contradictory predictions. A considerable body of research in sociology and psychology suggests that traumatic events can inspire pro-social behaviour, which might increase turnout. Yet, political science has long held that even minor changes to participation costs of low benefit activities can lead to considerable drops in civic engagement. Consequently, natural disasters should reduce electoral participation. We show how these distinct views can be jointly analysed within the Riker–Ordeshook model of voting. This paper then reports results on the impact of the 2002 and 2013 floods in Germany on turnout in federal and state elections in Saxony and Bavaria, conducted few weeks after the floods. Analysing community level turnout data, and drawing on a difference-in-differences framework, we find that flood exposure has a consistent negative effect on turnout. This indicates that the increase in the costs of voting outweighed any increase in political engagement in our case and stands in contrast to findings from developing contexts, where flood management was convincingly linked to electoral participation.  相似文献

Given the relatively new phenomenon of online child exploitation – an important area of criminological and policy concern – it is difficult to obtain long term trend data on reported convictions. Existing legislative and prosecution-based approaches, while important, are unlikely to be adequate. This analysis of the legislative and prosecution-based responses in five Commonwealth countries (Australia, Canada, New Zealand, South Africa and United Kingdom), highlights the need for clear national and international definitions as the lack of consistency in the international legislative environment creates opportunities for sexual exploitation of children. To provide a multi-faceted and non-prosecutorial approach to address online child exploitation including the commercial exploitation of children, this paper identifies five potential research questions.  相似文献

The determination of line crossing sequences between rollerball pens and laser printers presents difficulties that may not be overcome using traditional techniques. This research aimed to study the potential of digital microscopy and 3-D laser profilometry to determine line crossing sequences between a toner and an aqueous ink line. Different paper types, rollerball pens, and writing pressure were tested. Correct opinions of the sequence were given for all case scenarios, using both techniques. When the toner was printed before the ink, a light reflection was observed in all crossing specimens, while this was never observed in the other sequence types. The 3-D laser profilometry, more time-consuming, presented the main advantage of providing quantitative results. The findings confirm the potential of the 3-D laser profilometry and demonstrate the efficiency of digital microscopy as a new technique for determining the sequence of line crossings involving rollerball pen ink and toner.  相似文献
