This study examines women's managerial experiences in leadership roles and reflects on their career needs. Women's career needs are understood by applying the Kaleidoscope Career Model (KCM), which is yet to be widely explored in public sector settings. The KCM recognizes the interplay of multiple experiences that shape the career development of women in the workforce. Using 21 in-depth interviews with women municipal government leaders in the United States; we find that while all three parameters of the KCM model are relevant for women public managers, the need for balance is overwhelmingly evident for women across all generations. Further, we demonstrate how the relationality of women public managers and the interplay of personal and professional needs drive their career goals. The findings from this study are relevant to human resource development policies and practices that consider generational differences into account. Work-life balance needs are relevant for women across all generations (Baby Boomer, Generation X, and Generation Y), and organizations play a vital role in mitigating the burden for women managers. Women public managers' need for balance dominates across generations over the need for challenge and authenticity. Human resource management programs should consider policies and programs that are responsive to the specific needs of women across different generations. Women managers from Generation X and Baby Boomer generational cohorts express interest in leaving their current position or look forward to retirement in the future. 相似文献

The presence of a sizeable expatriate African population constitutes a potentially exploitable, if undeveloped, resource that represents a significant developmental challenge for the continent. Problematically the global division of labour and power, as well as differences of region, class, generation, ethnicity and race, are not properly recognised within the existing scholarship or development policy. What is clear is that diasporas do have a substantial role to play in development on the African continent. Further theoretical and empirical investigation is necessary to investigate the practical significance, nature and content of diasporic identifications and activities. By setting these against the structural backdrop of the global economy and the closely associated ideology of globalisation, this paper seeks to provide a new basis for understanding the role of the diaspora in development. We present a 50‐year historical perspective of the nation's antipoverty efforts, describing the evolution of policy during four key periods since 1965. Over this half‐century, the initial heavy reliance on cash income support to poor families has eroded; increases in public support came largely in the form of in‐kind (e.g., Food Stamps) and tax‐related (e.g., the Earned Income Tax Credit) benefits. Work support and the supplementation of earnings substituted for direct support. These shifts eroded the safety net for the most disadvantaged in American society. Three poverty‐related analytical developments are also described. The rise of the Supplemental Poverty Measure (SPM)—taking account of noncash and tax‐related benefits—has corrected some of the serious weaknesses of the official poverty measure (OPM). The SPM measure indicates that the poverty rate has declined over time, rather than being essentially flat as the OPM implies. We also present snapshots of the composition of the poor population in the United States using both the OPM and the SPM, showing progress in reducing poverty overall and among specific socioeconomic subgroups since the beginning of the War on Poverty. Finally, we document the expenditure levels of numerous antipoverty programs that have accompanied the several phases of poverty policy and describe the effect of these efforts on the level of poverty. Although the effectiveness of government antipoverty transfers is debated, our findings indicate that the growth of antipoverty policies has reduced the overall level of poverty, with substantial reductions among the elderly, disabled, and blacks. However, the poverty rates for children, especially those living in single‐parent families, and families headed by a low‐skill, low‐education person, have increased. Rates of deep poverty (families living with less than one‐half of the poverty line) for the nonelderly population have not decreased, reflecting both the increasing labor market difficulties faced by the low‐skill population and the tilt of means‐tested benefits away from the poorest of the poor. 相似文献

Abstract The main focus in redeveloping brownfields is on the most marketable properties, typically found in the healthiest urban neighborhoods. As evidenced by the rapid redevelopment that many communities are experiencing, this approach is helping to return brownfields to productive use. Yet not all brownfields are being cleaned up, nor are there enough resources to do so soon. Thus, from the perspective of community revitalization and of economic justice, we need to ask whether it matters which properties in which neighborhoods are receiving these scarce funds. That is, does the existence of brownfields in a neighborhood affect residential property values and capacity for revitalization? To answer these questions, we use hedonic modeling to determine the impact of brownfields on property values in Atlanta and Cleveland. Our results suggest that short‐term economic efficiency is neither the most appropriate nor the only criterion on which to base public investment decisions for remediation. 相似文献

The end of the cold war witnessed the emergence of a commercial web sprawling from the Xinjiang Uighur Autonomous Region in western China and extending into Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan), Pakistan, and Russia. Running parallel to the state-managed exchange in hydrocarbons, raw materials, technology, and infrastructure, this new Eurasian trade had an informal component as everyday consumer items manufactured in China were imported into neighboring countries, bypassing formal regulatory mechanisms. This inter-Asian trade began as shuttle trading by itinerant merchants for local markets; by the mid 1990s, shuttle trading was overshadowed by largescale export for national markets in neighboring countries without losing its informal character. This informality extending across national boundaries defined the post–cold war commerce in innermost Asia; at the same time, it also signaled a return to pre-cold war trading structures. Moving away from the “retreat of the state” thesis that found traction following the cold war, the author attributes informality in this inter-Asian trade to three factors: (1) a restructuring of state power where informal trade was a new comparative advantage sought in an evolving geopolitical climate; (2) the actors in this inter-Asian trade—party and regional officials in China, along with traders and intermediaries—who found and exercised agency through this exchange; and (3) a chain of inter-locking, commercial macro-regions, which are economically sustainable and which transcended international boundaries. Working in conjunction, these factors constitute a dynamic inter-Asian trade and challenge static state imaginaries of a “New Silk Road” or “Eurasian Continental Bridge.” 相似文献

Why do some protest movements in Latin America succeed in rolling back privatizations while others fail? This article argues that protests against privatizations have tended to succeed under two conditions. First, privatization's opponents form linkages (or “brokerage”) across multiple sectors of society. Broad coalitions are more likely to achieve their goals, while groups acting alone, such as labor unions, are more easily defeated or ignored by governments. Second, civil rights are protected but political representation is weak. In that case, opponents have the legal right to protest, but are unlikely to have opportunities for communicating their concerns through formal institutions, which prompts them to channel their demands outside of existing political institutions. Using case examples and logistic regression, this study confirms these arguments and discusses the implications for democracy in the region. 相似文献

Abstract This article focuses on the steps East Timor has taken to bolster its defense sector following its attainment of independence in 2002. In International Relations, scholars have often argued that the ability to defend territory and population from external threat is an essential component of sovereign statehood. Literature on post-colonial sovereignty, however, suggests that the external sovereignty of “weak” post-colonial states is more likely to be protected through international legal recognition. In recent years, East Timor has sought to develop their defense capacities in line with conventional thinking about security and “real” independence. This influences the foreign relations of East Timor and also has broader implications for understanding security and independence in post-colonial states. 相似文献

Using controlled experiments to compare the risk attitude and willingness to compete of husbands and wives in 500 couples in rural Vietnam, we find that women are more risk averse than men and that, compared to men, women are less likely to choose to compete, irrespective of how likely they are to succeed. Relevant to development programmes concerned with lifting women out of poverty, our findings suggest that women may be more reluctant to adopt new technologies, take out loans, or engage in economic activities that offer higher expected returns, in order to avoid setups that require them to be more competitive or that have less predictable outcomes. 相似文献

Cathinone derivatives (bath salts) have emerged as the latest drugs of abuse. 3,4‐methylenedioxypyrovalerone (MDPV) is the primary active ingredient in bath salts used in this country. This article presents the second reported cause of death by MDPV intoxication alone. In April 2011, a delusional man was emergently brought to a hospital, where he self‐reported bath salt usage. He became agitated, developed ventricular tachycardia, hyperthermia, and died. Comprehensive alcohol and drug testing was performed. Using the alkaline drug screen, heart blood contained 0.7 mg/L MDPV and peripheral blood contained 1.0 mg/L MDPV. His bizarre behavior with life‐threatening hyperthermia was consistent with an MDPV‐induced excited delirium state. MDPV is not yet found by routine immunoassay toxicology screens. Testing for MDPV should be considered in cases with a history of polysubstance abuse with stimulant type drugs, report of acute onset of psychogenic symptoms, excited delirium syndrome, or presentation in a hyperthermic state. 相似文献
