AbstractThis article looks at Russia’s exercise of power politics in Ukraine and Syria as a way of improving its international status. Russia’s recent willingness to use power and coercion is theoretically counterintuitive as it appears to be in dissonance with the prevalent characterisation of the country as a status-overachieving inconsistent power. We argue that this behaviour is not the result of a consistent weighing of status against capabilities, but rather reflective of both internal and external dynamics. We analyse issues of identity, opportunity and costs as factors that influence Russian foreign action, showing that power politics will not solve Russia’s status-inconsistency problem in the long run. 相似文献

Some of the most important contributions to animal ethics over the past decade or so have come from political, as opposed to moral, philosophers. As such, some have argued that there been a ‘political turn’ in the field. If there has been such a turn, it needs to be shown that there is something which unites these contributions, and which sets them apart from previous work. We find that some of the features which have been claimed to be shared commitments of the turn are contested by key theorists working in the field. We also find that the originality of the turn can be exaggerated, with many of their ideas found in more traditional animal ethics. Nonetheless, we identify one unifying and distinctive feature of these contributions: the focus on justice; and specifically, the exploration of how political institutions, structures and processes might be transformed so as to secure justice for both human and nonhuman animals. 相似文献

Forensic age estimation is an important element of anthropological research, as it produces one of the primary sources of data that researchers use to establish the identity of a person living or the identity of unknown bodily remains. The aim of this study was to determine if the chronology of third molar mineralization could be an accurate indicator of estimated age in a sample Brazilian population. If so, mineralization could determine the probability of an individual being 18 years or older. The study evaluated 407 panoramic radiographs of males and females from the past 5 years in order to assess the mineralization status of the mandibular third molars. The evaluation was carried out using an adaptation of Demirjian's system. The results indicated a strong correlation between chronological age and the mineralization of the mandibular third molars. The results indicated that modern Brazilian generation tends to demonstrate an earlier mandibular third molar mineralization than older Brazilian generation and people of other nationalities. Males reached developmental stages slightly earlier than females, but statistically significant differences between the sex were not found. The probability that an individual with third molar mineralization stage H had reached an age of 18 years or older was 96.8-98.6% for males and females, respectively. 相似文献

The proximity of Ukraine’s Orange Revolution (2004) andEuromaidan Revolution (2014) provides an opportunity to considerwhy some individuals remain active across protest cycles whileothers defect. Many social movement scholars explain differentialparticipation in terms of micro-structural, biographical, or cognitivefactors. Others rely on rational choice theories of collective actionbased on coordination. Testing competing explanations arecomplicated because the variables included in structural andagency-based models are often the same, although the underlyingcausal mechanisms are different. In this article, I argue that thekey to understanding the role of agency and structure in protestparticipation is to relax strong assumptions about the unified natureof society and consider the multiple paths to participation. We explore the evolution of the Kremlin’s election control strategy in response to the reintroduction of gubernatorial elections in 2012. Our analysis focuses on the evolution of four tools used to engineer electoral competition: auxiliary institutions, subnational punishment regimes, ballot construction, and turnout manipulation. We argue that election managers deploy these mechanisms to maximise victories for state-sponsored candidates while minimising the possibility for post-election protest. The analysis demonstrates that electoral manipulation presents conflicting incentives for the Kremlin and its regional officials. This research examined the challenges, enablers and outcomes of organisation transformation in Philippine local governments. We combined a multi-case study research design and backward mapping approach in collecting and analysing narratives from 55 leaders in 9 Filipino local government units (LGUs) that have successfully undergone transformation. Results show that the transformations of the LGUs appear to have been catalysed by three interrelated elements: vision, LGU leadership and citizen engagement. The transformation in the local governments concentrated on multiple foci of reform including structure and systems improvement, culture change, human-resource development as well as policy and programme development. This holistic approach enabled the transformation of bureaucratic and unprofessional government service to transparent, professional and efficient public service that engendered pride, transparency and social equity. Implications of the proposed model for transforming LGUs and in developing LGU leaders for good governance are discussed. 相似文献
