This article is concerned with assessing the effectiveness of markets for complex professional services in social care. The issue is explored through an account of developments in the children's residential care sector. Over the past five years there has been a steady expansion in the role of external markets in this area. However, this was not required by the Children Act 1989 and has become the subject of considerable debate between policy makers and practitioners. While some favour an extension of choice, others argue that a further decline in local authority run provision will be both costly and detrimental in terms of meeting key policy goals. In order to assess these claims, reference is made to the findings of a study of purchasing practices for children's residential care in twelve local authorities in England and Wales. The impact of the emerging market is analysed along two dimensions. Firstly, we assess how far it is operating efficiently, concentrating on market structure, information and transaction costs. Secondly, attention is given to the impact of market changes on the policy objectives of: localized placements; ensuring adequate safeguards; and matching needs and services. The results reveal that there have been significant costs associated with markets in children's services. In a context of government efforts to promote modes of service delivery on the basis of 'what works', these difficulties have certain implications. Not only do they draw attention to the need for greater collaboration between purchasers and providers, they also point to the continued relevance and usefulness of local authority managed provision.  相似文献

In Ankole District, Western Uganda, a serious land problem is developing. Land is increasingly being acquired for commercial and speculative purposes; access to land for the majority of Banyankore becomes problematic. This paper is concerned with the origins of only two avenues of land acquisition in Ankole, mailo grants and individual freehold titles. Both have contributed to nascent problems, if only through their inducement of interests in land as a commodity. The paper explores the effects of these policies on Ankole sociopolitical divisions and questions general (especially ‘individualization') land policies concerned with agricultural growth alone.  相似文献

Through the use of a Computable General Equilibrium model we measure the economy‐wide effects of improving the production technology of relatively non‐traded staples (potatoes, maize), import crops (wheat), and export crops (soybeans) in Bolivia. The results of the analysis suggest that technological innovations in the production technology of potatoes would benefit the Bolivian economy most. We discuss the reasons for the limited effects of technological innovations in tradeable crops.  相似文献

In the light of official apparent assumptions about the use and effectiveness of C & IT in teaching and learning this article, by reference to empirical studies carried out by the authors and others, offers observations and conclusions about the most effective use of CAL in delivering legal education. We detail the type of electronic packages used in delivering modules to Woherhampton students (studying both undergraduate and postgraduate programmes), evaluate their responses and conclude by making recommendations as to the most effective use of CAL in academic programmes; in particular that by itself it be limited to providing a foundation of basic legal knowledge upon which the higher cognitive skills can be developed by face to face contact  相似文献

This article addresses why US progressive third parties today seldom win state legislative elections, despite apparent opportunities to the contrary. It analyzes seventeen illustrative races for state representative in New England. It finds that seemingly viable progressive third-party candidates often lose because they are not sufficiently connected to their districts socially. Due to this deficit, they are unable to appeal to as many voters as typically better connected major party opponents. This is interpreted as indicative both of major parties' hegemonic ability to dominate local elections through sheer social influence and of the corresponding need for progressive third parties to develop more such influence.  相似文献
