An exploration of the “Spinback” phenomenon

This paper examines nine cases of “spinback,” the flow back to laboratories of technical advantage from technology transfer activities. The benefits revealed in the cases are discussed and assessed for their value to the participating laboratories and the scientists involved. The objective of this study was to explore and test the feasibility of undertaking a comprehensive study of the value of spinback in order to encourage support for technology transfer activities by middle management in a laboratory. Spinback is defined as the phenomenon by which scientists’ and engineers’ participation in technology utilization activities results in a technically valuable flow back to their laboratories or organizations, thereby increasing or improving techical capability. It was anticipated that this exploration would provide evidence that the phenomenon does occur, with important consequences for the organization.     

The referral decision scale with mentally disordered inmates

Correctional facilities are increasingly burdened with mentally disordered offenders and are faced with the formidable task of effectively screening inmates for major mental disorders and suicide potential. Teplin and Swartz (1989) developed the Referral Decision Scale (RDS) as a rapid screen for schizophrenia and major mood disorders in jail populations. However, more recent research by Hart, Roesch, Corrado, and Cox (1993) has called into question the effectiveness of the RDS. In this study, we examined the convergent and discriminant validity of the RDS with the Schedule of Affective Disorders and Schizophrenia—Change Version (SADS-C) and the Personality Assessment Inventory (PAI) on a sample of 108 mentally disordered inmates. The RDS provided moderate evidence of convergent validity but failed to demonstrate acceptable discriminant validity, because of high intercorrelations on RDS subscales (heterotrait-monomethod coefficients). Recently, various authors have examined the relationship between growth in government size and total economic growth. In each case, the authors permitted only a monotonic relationship. This paper examines the issue of a non-linear relationship between growth in government and overall growth in the economy.Government contributes to total economic output in various ways. The provision of Pigovian public goods enhances the productivity of the private sector inputs increasing total output. However, the public decision-making process can result in an inefficient quantity of public goods. The likelihood of this outcome increases with the size of government. Further negative effects are created by the revenue raising and spending mechanisms of government, and the increasing diversion of resources into unproductive rent-seeking activities. The magnitude of these effects is likely to increase with the relative size of government.
