Measuring civil society strength has become entangled in competing definitions of civil society (CS). A more productive approach begins by considering CS from the perspective not of what it is but from what it does. Civil society functions—articulating citizens' interests and demands, defending their rights and meeting their needs—can be performed by a variety of institutions and organisations, not all of which are or need to be detached from the government. Determining the strength of CS requires assessing how well these functions are performed by a continuum of organisations and institutions. A disaggregated, multi‐sector model is developed that assists in measuring CS strength in any specific context. Copyright © 2004 John Wiley & Sons, Ltd.  相似文献

Bonding in parent, peer, and school domains were compared in a general sample of children and a sample of children of methadone-treated parents. Bivariate comparisons revealed that children of methadone-treated parents had lower SES, and were significantly more likely to smoke cigarettes but not more likely to drink alcohol. Several measures of attachment were significantly different between the two samples across parent, peer, and school domains. Multivariate analyses indicated that the children of methadone-treated parents were more likely to smoke, even after accounting for the effects of demographic and attachment variables. For drinking, sample membership was not found to be significant. Attachment to school decreased the odds of both smoking and drinking in both samples. Peer attachment had no effect on the odds of smoking initiation; however,loyalty to best friend did predict increased odds of drinking initiation.  相似文献

In April 1994 GASB released Concepts Statement No. 2, Service Efforts and Accomplishments Reporting , bringing required SEA external financial reporting a very large step closer to reality. Before long, public financial officials may be required to annually report measures of performance. We are now about halfway through the experimentation phase established in Statement 2. This article summarizes the status of GASB's SEA experimentation process. It then suggests important behavioral, auditing, and other issues which GASB ought to address before proceeding with any formal pronouncements regarding SEA reporting requirements.  相似文献

The vexed question of politicisation and patronage in the Australian Public Service is explored in this article. Recent dismissals and appointments of department secretaries have raised concerns about political convenience, trends towards partisanship and the erosion of ‘frank and fearless’ advice. Alternatively, governments have come to insist on ‘partnership’ arrangements between ministers and secretaries, to enhance ‘political accountability’ and install new management teams to better implement government policy. But do such forms of politicisation risk drifting toward a new ‘spoils system’ most would want to avoid?  相似文献

Over the past fifteen years Mexico has developed a string of comprehensive animal protection regulations designed to address the serious problems that affect both wild and domestic animals in the territory. Yet for all their detailed coherence and despite serious government efforts, the regulations continue to lack effective enforcement and authorities are increasingly overstretched. This study discusses three key areas that obstruct the effective implementation of Mexican animal protection policy, but where advances could be feasibly initiated. The first concerns deficiencies at the political level. The second addresses the awkward relation between government and civil society on the issue. The third examines the scope of the problem in Mexico and some implications this has for international involvement. Finally the study suggests a more collaborative approach for implementing the policy that attempts to address central concerns in each of the three areas considered.  相似文献

Recently, we proposed an original statistical model for forecasting general elections in the United Kingdom, based on the observation of a few key indicators of the political and economic system. That vote function model was tested against the results of the 2001 general election. Here we evaluate the results of that test, and offer an appropriately revised model for the forecasting of the upcoming 2005 general election. According to our forecast, a Labour victory appears the most likely outcome.  相似文献

The new Principal Officials Accountability System (POAS), a proto-ministerial system, was established at the start of the Second Term of Office of the Chief Executive of the Hong Kong Special Administrative Region (HKSAR). This paper examines the setting-up of the POAS and reviews how it has functioned during its first year of life. Both the design and implementation of the POAS were characterized by undue haste. The establishing of the POAS intensified the debate on a range of matters as new ministers, senior civil servants and residents have come to terms with the detail of this novel arrangement. Discussions about political reform are set to intensify in the years to come. This article reviews the origins and deeper need for the POAS in Hong Kong before looking at the fundamentals of the new system. The nature of ‘accountability’ is then discussed prior to examining Hong Kong's experience with the POAS in action during its first year. The article also discusses the potential of the POAS to contribute to Hong Kong's overall political development.  相似文献
