Building the capacity builders: lessons from a multi-country training programme for local consultants

Local consultants are an implicit, but overlooked, part of many capacity development strategies. It takes a trustworthy consultant to facilitate genuine change in a civil society organisation. This practical note identifies the learning from a local consultant formation programme (“Consultants for Change” – C4C) implemented in five countries in 2016–17. The note highlights six factors critical to C4C’s apparent success: recruitment; focus of the learning; design of the process; assignments between modules; mentoring support; and the human/financial resources. These same factors may be relevant and applicable to other capacity development programmes.     

Public service motivation and continuous organizational change: Taking charge behaviour at police services

Building change capabilities into public organizations is a challenge for strategic management. This study focuses on the micro‐level of extra‐role behaviours that contribute to continuous improvements in working procedures at the front‐end of organizations (i.e., taking charge behaviour; TCB). More particularly, we examine public service motivation (PSM) as a key variable mediating between perceived practices and TCB of street‐level bureaucrats. The analyses are based on survey data from a state police force in Germany (N = 1,165). Results confirm the role of PSM as full mediator, but this mediation is limited to the relationship between leadership behaviours and TCB, while perceived organizational characteristics—except for red tape—have direct positive impact on TCB.     

Estimating the size of criminal populations

The estimation of total population size for various phenomena of crime is an important factor critical for criminal justice policy formulation and criminological theory development. In this paper, methods are discussed for estimating the size of a criminal population from police records. Capture-recapture analysis techniques, borrowed from the biological sciences, are used to predict the size of population for migrating (or fleeing) fugitives and for street prostitutes. Heterogeneity and behavioral responses to previous police encounters are identified as major complicating factors. The basic problem is that the police records are virtually unaffected by a potentially large pool of cryptic criminals. It is shown how independently collected auxiliary data can address this problem.     

Policing: The patrol sergeants’ perspective

Implementing community policing is a complex and difficult task for police departments. Patrol sergeants are essential in accomplishing any organizational change and so their observations should be used to modify and finetune community policing efforts. A group of twenty patrol sergeants were interviewed regarding the change strategies which helped or hurt implementation of community policing. Several statistical analyses are discussed with age being the only factor which was significantly related to supervisor’s attitudes toward community policing.

Are All Gangs Equal Security Risks? An Investigation of Gang Types and Prison Misconduct

Examination of the demographic and offense-related characteristics of 1,636 gang members admitted to Canadian federal penitentiaries between January 1, 2006 and August 31, 2009 revealed that there is considerable variation between these groups. Members of Aboriginal, Asian and Street Gangs tended to be admitted at much younger ages than members of Outlaw Motorcycle Gangs (OMG), or members of Traditional Organized Crime (TOC) gangs. Moreover, these younger offenders were more likely to be admitted to prison with a conviction for a violent offense, have higher levels of risk and need, were placed in higher security facilities, and engaged in higher levels of institutional misconduct once imprisoned. Members of TOC gangs, however, had levels of misconduct that were one-third the rate of non-gang offenders admitted during the same era. This study shows that not all gangs pose equal risks to correctional systems, and that gang management or suppression strategies should take their characteristics into account.
