When do voters switch from mainstream to niche parties and vice-versa? To understand these switches, we focus on the saturation of the party system. We theorize that when a party system is oversaturated – i.e. when a higher effective number of parties contests elections than predicted based on socio-political contextual characteristics (the system's ‘carrying capacity’) – it becomes increasingly likely that: (1) mainstream party voters defect to niche parties; and (2) niche party voters refrain from switching to mainstream parties. Based on vote-switching patterns in 15 countries and 53 elections, we find that oversaturation increases shifts from mainstream to niche parties. Further analyses show that this holds for shifts from mainstream to radical left and right parties, but not for shifts to green parties. This has important consequences for research on vote switching, the electoral consequences of policy differentiation and the competition between niche and mainstream parties.  相似文献

Trust in government is foundering. Ethics codes have limited utility in bolstering public trust, and a clear correlation between such codes and changed behavior must still be established. They are a means for external oversight, but they do nothing in terms of providing an internal moral compass. To rebuild trust in government, employees must also act with integrity. Actions that are both ethical and carried out with integrity are necessary—neither is sufficient. Acknowledging this, the Dutch Tax Administration undertook a two-pronged approach focused on the management of integrity as a means to codify the operational ethics of the organization, as well as to foster shared values and behaviors. This approach is noteworthy because it guides behaviors while retaining street-level discretion. It also is the first step toward creating a bureaucracy of mutual relationships that creates an ongoing moral consciousness serving both democracy and efficiency not only through control, but also through self-reflection, interaction, and association.  相似文献

Development cooperation is a foreign policy tool marked by deep-seated conflicts of interest and dilemmas of particular relevance to second-tier and non-nuclear countries that aim to change their international status and role. Building on the concept of ‘graduation dilemma’, this article compares specific dilemmas that Brazil and South Africa face in their foreign policies concerning the development cooperation agenda at three levels: the domestic, the regional and the global level. Research on neighborhood effects has increasingly focused on how long children have lived in a deprived neighborhood during childhood (duration), but has typically ignored when in childhood the exposure occurred (timing) and whether neighborhood circumstances were improving or deteriorating (sequencing). In this article, the authors applied sequence analysis to simultaneously capture children’s duration, timing, and sequencing of exposure to neighborhood (dis)advantage in childhood. Logistic regression analysis was subsequently used to test how different patterns of exposure are related to teenage parenthood, school dropout, and delinquent behavior. Using register data from the Netherlands, an entire cohort was followed from birth in 1995 up until age 19 in 2014 (N?=?168,645, 48.8% females, 83.2% native Dutch). Compared to children who had lived in a deprived neighborhood throughout childhood, children who were exposed to neighborhood deprivation only during adolescence were found to be equally likely to become a teenage parent and were even more likely to drop out of school. Unexpectedly, children who had lived in an affluent neighborhood throughout childhood were most likely to engage in delinquent behavior. Possible explanations and implications are discussed.  相似文献

There is a long-standing debate about the nature, impact and significance of processes of differentiation in driving agricultural development. This contribution discusses three ways in which such processes have been conceptualized: modernization theories that put markets centre stage, Marxist theories that focus on class, and Chayanovian approaches that highlight the dynamics within farming families. The empirical evidence for testing these concepts is normally derived from agricultural censuses. This paper uses a different database that covers all Dutch farms between 1980 and 2006 and enables us to follow the changes on individual farms. Examination of this data reveals that the actual processes of differentiation that have occurred in this 25-year period differ greatly from the classic conceptualizations. It also challenges the conventional wisdom that agricultural development is mostly driven by larger farms.  相似文献

This contribution draws on original data relating to a land settlement case in Araponga, an administrative area in Minas Gerais, Brazil. The settlement of the land and subsequent building of robust, more self-dependent, land-based livelihoods have followed a joint experimentation trajectory in which the agro-ecologicalisation of agrarian production practices to regenerate and enrich the resource base has been coupled with effective institutional reform and the creation of a favourable institutional setting. Key to this grassroots transformation process has been the enrolment of various strategic actors in a collaborative support network by a mediating change agent. The paper argues that the Araponga case represents a particular expression of re-peasantisation. The Araponga project has evolved without the involvement of landless peoples' social movements such as the Movimento dos Trabalhadores Rurais Sem Terra (MST). This has been crucial to its character and impact.  相似文献

Three decades of government budget cuts have placed significant financial pressure on Australia's cultural institutions. Institutions are increasingly trying to attract non‐government funding to fulfil their legislative mandates to collect, maintain, and exhibit Australian and international art, to educate and inform the public, and preserve Australia's political, social, and cultural history. Evidence suggests that, despite these efforts, sources of funding have not changed significantly. Budget cuts are impacting a range of areas including acquisitions, preservation, digitisation, as well as limiting access to researchers and the public. This paper concludes that a public review of the roles played by cultural institutions is required, including consideration of the level of public funding provided. To do otherwise is to ignore the importance of Australia's cultural heritage.  相似文献
