In the early nineteenth century, several Slavic intellectuals believed in a single Slavic nation speaking a single language, though positing various taxonomies of the nation’s component “tribes” and the language’s component “dialects.” Nevertheless, recent scholars, both historians and linguists, prove so extraordinarily unwilling to acknowledge the existence of Panslavism that several falsify the historical record so as to make historical figures conform to modern national and linguistic thinking. This paper discusses Jan Kollár, Ljudevit Gaj, and ?udovít ?túr as three sample Panslavs, documents the misrepresentation of their ideas in recent historiography, and explores why so many scholars seek to erase Panslavism from the historical record. 相似文献

The dynamics of policy advice giving in a policy advisory system (PAS) is complex, multifaceted, and relational. Research on policy advice has shifted from a “first wave” to a “second wave” that places a greater focus on the dynamics of PASs. This article expands our understanding of the impact of advice giving in a PAS by developing a framework that integrates supply, demand, content, and contextual factors. A gap in research on prosocial motivation is that very little is known about its change across time, let alone, how such changes affect employee behavior. Using multiple waves of panel data, covering a period of sixteen years, this article finds that prosocial motivation is mostly stable, and there are no broader socialization effects in the private and public sector. However, when prosocial motivation increases, it leads to increases in either work or volunteering behavior, suggesting that public employees may use alternative outlets to realize their motivation if such motivational capital cannot be linked to the mission of their organizations. 相似文献

This article reflects upon UNHCR's Convention Plus initiative,a multi-lateral process established in order to contribute tothe development of a normative framework for global burden-sharing.Although the substantive achievements of the initiative havebeen limited, the article argues that Convention Plus has helpedto develop significant new ideas relating to UNHCR's potentialrole in norm-creation within the refugee regime. Based on aregime theoretical perspective, and drawing on the wider literaturerelating to the role of norms in the refugee regime, the paperexamines the procedural and conceptual innovations of ConventionPlus, and how these might be adapted in future in light of theinitiative's shortcomings. In particular, the article sets outtwo models for UNHCR's role in facilitating norm-creation, bothdeveloped in the context of the Convention Plus experience:firstly, a top-down institutional bargaining modeland, secondly, a bottom-up good practice model.The former model emerges from the interests–linkages–normsapproach implicit to the so-called generic workof the initiative; the latter, from the situational work ofthe initiative, developed through the revival of comprehensiveplans of action and the use of pilot projects. The modelsare argued to be mutually supportive. Policymakers and the public widely believe that punishment can reduce crime and therefore improve security. Empirical data, however, prove the preventive effect of punishment to be very limited at best. Especially, the assumption that imposing longer sentences will reduce crime rates seems erroneous. In our opinion, this misconception is due to a confusion of time perspectives: Criminal law necessarily looks back to the past, as it reacts to a deed. Security, on the other hand, means preventing dangers, and its focus must be the future. Hence, time orientation of criminal law and the logic of protection clash. Criminal law cannot provide the security wished for. The same mistake is repeated in the prevalent theories of punishment, notably the relative or unified theories of punishment. Security cannot be achieved or fostered through harsher punishment or punishment threats. On the other hand, one means of decreasing crime is increasing the number of policemen. 相似文献

AbstractAt the outset of the 2015 refugee crisis, Germany pursued an accepting asylum policy, potentially to mitigate its declining population. Austria, facing the same demographic challenges, closed itself to refugees. Differences in radical right-wing populism (RRP) in the two countries provide the basis for understanding their asylum policies. After the Second World War, Germany’s collective memory stigmatized far-right parties, while Austria’s did not. The radicalization spiral reproduces these differences today, allowing Austria’s Freedom Party to influence migration policy by pulling voters and mainstream parties to the right, while Germany’s RRP parties were unable to do the same before the crisis. 相似文献
