Russia and Japan at a new stage of relations

Today, bilateral relations between Russia and Japan are at an important historical stage, says Alexander Nikolaevich Panov, Ambassador of the Russian Federation to Japan. There is a “window of opportunity” to establish a new Russian‐Japanese relationship in the twenty‐first century. The only issue that now awaits resolution is the legal settlement of territorial delimitation. This outstanding issue provides the basis for Russia's proposal to incorporate an agreement concerning territorial demarcation into the treaty on peace, friendship, and cooperation. It is in the interests of both nations to preserve, strengthen, and broaden their bilateral relations and to revitalize and enhance their cooperation in all areas     

The power of proximity: A concept of political party strategies applied to Burkina Faso

Recent publications suggest that exclusively ethno-regional parties are as rare in sub-Saharan Africa as elsewhere. At the same time, the idea that ethnicity is a very special feature of African party politics persists. This article acknowledges the general relevance of ethnicity in party competition but emphasises the level at which it becomes important. It develops a micro-behavioural approach that pays particular attention to the strategic choices of party elites in order to supplement the dominant structuralist thinking in party research on Africa. An in-depth evaluation of detailed election data from Burkina Faso shows strategies that rely on personal proximity between the voter and the candidates influence the parties' success to a great extent. Parties maximise their chances of winning seats if they concentrate their limited resources on the home localities of leading party members. Hence, African party politics are less dependent on ethnic demography than is often implied but more open to change through elite behaviour.     

Australia and a Post-Brexit Britain

This article, based on the Robert Menzies Lecture delivered by the author in London on 31 October 2017, provides a survey of Britain and Australia’s bilateral relationship from the 1930s to the present. In the earlier period particular attention is given to the role of Sir Robert Menzies. The relationship is examined in the light of Britain’s accession to the EEC/EU with reference to bilateral trade, security and global politics, and migration, with emphasis on strong people-to-people links. The author expresses hopes for renewed co-operation over free trade, a rules-based world outlook and links between universities in a post-Brexit world. He argues that although the bilateral relationship went through some troubled times in the 1960s, 1970s and 1980s, it is now getting back to the natural strength that it deserves.
